Objective

To ensure the thorough monitoring, implementation, and adherence to the company’s HSEQ policies and safety protocols in Marine operations.

To secure the upkeep of fleet vessels by Tech managers in accordance with the Company’s and international HSEQ Safety and Environmental standards.

To evaluate Tech managers’ performance based on company performance indicators.


Interrelationships

The HSEQ Manager directly reports to the Tech Director and collaborates with Fleet, Marine Ops, and Managers for efficient management of vessel operations.

Functionally, the HSEQ Manager reports to the Head Quarters of HSEQ.

The HSEQ Manager engages with the CEO, Tech Director, and HSEQ headquarters on safety matters and safety campaigns, establishing connections with MD, General Managers, Fleet Managers, Tech Managers, HSEQ Superintendents, Ship Masters, Officers, Internal and External Audit Bodies, Flag and Class Bodies.


Formal Authorities

The HSEQ Manager is empowered to:

– Delegate authority to internal support functions.
– Engage directly with external bodies to fulfill the position’s tasks.
– Directly communicate with ship’s staff to fulfill the position’s tasks.
– Coordinate and compile information for report analysis, reporting, and proposing action plans to address identified risks or improvement potentials.


Main Responsibilities:
– Ensure the enforcement of Company and Company-specific HSEQ policies on board and ashore.
– Supervise the safe operation of each ship, including aspects of safety and pollution prevention.
– Guarantee adequate resources and shore-based support for safety and pollution prevention matters.
– Act as a liaison between the Company’s highest management level and those on board.
– Conduct inspections and review documentation in line with company procedures.
– Address concerns raised by on-board personnel regarding safety and pollution prevention.
– Ensure vessels comply with relevant rules, regulations, ISM code, ISO standards, and industry requirements.
– Follow up with Tech managers on corrective and preventive actions for operational matters.
– Monitor vessel Vet matters, review Vetting questionnaires, and prepare detailed close-out reports.
– Oversee Safety Training and Competence Training for onboard Crew.
– Ensure fleet compliance with the company’s standard operating instructions.
– Implement manager/owner-triggered campaigns across the fleet and follow up on outcomes.
– Conduct various inspections on board ships and participate in PSC preparations.


Accountabilities
– Objectives/targets in regional AOP and through performance assessments.
– Efficient completion of assignments and interactions with Managers/Crew.
– Timely reporting on work done.
– Timeliness and cost efficiency of travel arrangements.
– Availability and flexibility for assigned tasks.
– Initiative to develop work and take on additional responsibility.
– Ability to identify conditions making a vessel un-seaworthy and report such conditions to the Line Manager.


Qualifications:
– Master Mariner
– Auditor training.
– Sea Service in a Senior Position for at least 5 years and/or equivalent shore-based HSEQ experience.
– Accident/Incident investigator
