THE INTERNATIONAL RUBBER STUDY GROUP (IRSG)
The International Rubber Study Group (IRSG) is an inter-governmental organisation with the main objective of improving the transparency of the world rubber markets and strengthening international cooperation on rubber issues. The IRSG is the biggest worldwide community in the rubber economy. The IRSG is recognized as an International Body through the negotiation of a Headquarter Agreement with the Government of the United Kingdom in 1978. The IRSG has 35 Member Governments including European Union (28 Countries), Singapore, India, Sri Lanka, Russia, Cote D’ Ivoire, Nigeria, and Cameroon. Subsequently, a new Headquarter Agreement with the Government of Singapore was signed in 2008. The IRSG Secretariat is based in Singapore.
The mission of the IRSG is to be the world’s authoritative source of statistical data and forecasts for all aspects of the world rubber industry, including production, consumption and trade in rubber and rubber products. The seminal purpose of the secretariat is to prepare current estimates and forecasts of future supply and demand trends while undertaking statistical and economic studies on specific aspects of the industry to continually improve its value-added service to stakeholders. Furthermore, as the only intergovernmental organisation bringing together the world’s rubber-producing and consuming stakeholders, the IRSG strives to provide an effective forum for the discussion of matters affecting the supply and demand for synthetic rubber and natural rubber.
The Group is a platform for senior executives and representatives to provide insights through dedicated meetings, working groups, conferences, and projects. The annual IRSG meetings are amongst the largest regular assemblies of rubber experts worldwide. IRSG offers a unique opportunity to enhance collaboration beyond each company or organisation peer group and connect with young leaders and innovators or established entrepreneurs. The members, subscribers and partners represent governments, companies and organisations that are shaping and transforming the rubber industry in strategic and socially responsible ways.
(A) JOB DESCRIPTION
(1) PERSONAL ASSISTANT TO THE SECRETARY-GENERAL
The incumbent will act in this capacity as Personal Assistant to the Secretary-General, acting as a sounding board for ideas and ensuring enhanced efficiency and structure across the organisation. S/he is also expected to provide strategic advice and guidance on key developments within the organisation and ensure the appropriate policy approaches are developed to meet IRSG’s mission and objectives. As a result of developing and maintaining research, s/he would be expected to develop initiatives that ensure that IRSG acts as a catalyst for the rubber sector and collaborates with stakeholders on developing evidence-based approaches and support. The incumbent will provide input on strategy and ensure organisational goals are achieved in a well-coordinated, team-oriented manner.
S/he should be able to accurately reflect the Secretary-General’s position in internal and external meetings to help drive understanding of her views. Moreover, s/he works behind the scenes to solve problems, mediate disputes, and deal with issues before they are brought to the Secretary-General. S/he equally ensures Secretary-General’s time is leveraged most effectively in a meeting context; ensuring meeting objectives are realistic and preparations are appropriate.
Work in close cooperation with the Secretary-General and contribute to initiatives for management improvement by capturing, institutionalizing, and sharing best practices and lessons learned. Implement and/or recommend management improvements to enhance productivity and performance including the implementation of cost-saving strategies.
(2) CONTRIBUTION TO RESOURCE MOBILIZATION EFFORTS OF THE IRSG SECRETARIAT
Work with the Secretary-General and the Secretariat in mobilizing resources and engage in building partnerships with donor and member countries, UN agencies, development financial institutions and global programme partnerships, at global, regional, and country levels.
Under the supervision of the Secretary-General, the incumbent supports overall effort to build partnerships, reporting functions, and mobilize an appropriate and sustainable funding base for IRSG from traditional and non-traditional sources. S/he will support the Secretary-General in developing partnerships building, donor mapping, and resource mobilization strategy, tools and procedures and coordinates their implementation including development of quality proposals, presentation and briefing papers to donors.
(3) PERFORMS ANY OTHER DUTIES AND RESPONSIBILITIES ASSIGNED
Performing additional duties and responsibilities assigned by the Secretary-General in conformance with the policy, standards, rules, and regulations of IRSG
QUALIFICATION, WORK EXPERIENCE AND COMPETENCIES
1. EDUCATION
A University degree (Minimum of MSc) in Law, Economics, Business Management, Engineering and other related areas.
2. WORK EXPERIENCE AND COMPETENCIES
§ Minimum of five years of relevant professional work experience both at national and international level in two of the following:, international organization, intergovernmental organization, financial institution, think tank, educational, research and development institution.
§ Fluency in English is required. Knowledge of another official UN language is desirable.
