Responsibilities for this position may include but are not limited to:
Drive Operational Excellence
- Provide visible leadership to drive OEMS for Marine Fuel Terminal Operations including Tank Truck Loading Rack (fleet operations). Responsible for overall maintenance & CAPEX/COPEX implementation in Fuel Terminal, Lubricants & Lubricant Additive Blending Plant (VII).
- Execute OE Processes such as Safe Work Practices (SWP), Management of Change (MOC), Compliance Assurance (CA), Process Safety Management (PSM) and Contractor HES Management (COEM) as designed. Lead Loss and Near Loss investigations, conduct workforce engagement and terminal assessments.
- Manage the terminals over-all plan in terms of deliverables, resourcing and metrics.
- Accountable for direction of terminal personnel, maintenance and contractors which includes but not limited to performance evaluation, work execution, competency development, recognition and consequence management.
- Instill Operational Discipline & Performance Management
Compliance to Company Policies, Procedures, Standards and Execute Strategy:
- Ensure compliance to all legal, regulatory, corporate and regional standards/tools for Marine Operations, TTLR and Maintenance/Engineering.
- Supervises and coordinates day-to-day operational activities at proprietary terminal including product receipts, transfers, marine receiving and loading, loading rack operations, product deliveries, product exchanges, tank field operations, quality control, routine maintenance (Total Plant Maintenance or TPM), OE/HES, stock control and reconciliation consistent with clean, safe, reliable, efficient and environmentally sound operations.
- Oversee compliance to internal controls, reporting and documentation.
Business Partner Alignment and Cross-Functional Collaboration:
- Coordinates with the various internal stakeholders (PSAT, Retail/C&I/ECOPE) and business partners to ensure cross-functional terminal tactical alignment and agreed service level agreements are met in an incident-free, cost-effective manner.
- Interface with local government and regulatory agencies for permit requirements, local inspections and assessments and represent Chevron in the area where we operate. When applicable, also works with labor unions for worker issues. Work with the community leaders where the terminal is located to support the various Corporate Social Responsibility (CSR) projects of Chevron.
- Works with Joint Venture/Joint Operation partners to ensure compliance to operating agreements.
Strategic Resource Planning and Optimization:
- Drive safe implementation of strategic business projects/initiatives (CAPEX/COPEX/Lean Sigma/Solomon/OE processes) for Marine Operations and Maintenance.
- Overall responsible for delivering the terminal KPIs, financial performance and cost management control and ensure the safety, maximum efficiency and optimal utilization of assets employed.
- Overall responsible for work simplification, cost reduction and cost control systems. Responsible to improve methods, work process and procedures, as well as meet company policy requirements.
- Overall responsible for the day-to-day implementation of service level agreement with the Total Plant Maintenance (TPM) contractor. Perform monthly performance review and monitor TPM KPIs against targets.
Organizational Capability:
- Responsible on all people related matters (employees and contractors) at facility overseen including performance reviews, training, and development. Support and consult with Operations Manager in the deployment of key development processes and tools. Coach and mentor terminal/maintenance workforce, as appropriate. Perform other human resource-related activities including but not limited to hiring and selection of new terminal/maintenance employees.
Administrative Functions & Others:
- Provides oversight of all TOCA items, including capex and Opex expenditures, asset disposals, HR management, Procurement of Goods and Services.
- Provides support on other projects/initiatives from Operations Manager.
Required Qualifications
- Bachelor’s degree in Engineering or equivalent.
- Preferred to have at least 5 years of managerial or supervisory experience.
- At least 12 years of working experience, preferred to have experience in oil & gas or petrol-chemical industry.
