HSE Engineer (Senior/Lead)

Key Accountabilities:

The incumbent shall be responsible in assisting the site in program deliverance and alignment with both local and international codes, recognized industry standards and company requirements from project conception to realization. This translates in executing the site strategic roadmap to ensure site compliance and the right- to-operate with the various operating permitting licenses with all municipal, provincial, or local regulatory requirements, as well all Company HSES Standards (through the design and implementation of site wide programs).


Specific programs to be implemented will developing Risk Assessment, Job Hazard Analysis, Pre-Start Safety Review, Chemical Safety and Storage, Construction Safety Programs, any other programs assigned by the team lead but not limited to:


  • Working closely with the Team Lead and operational leads in developing Risk Assessment programs and working closely with the relevant stakeholders in identifying the foreseeable hazards.
  • Helping to conduct awareness training for Risk Assessment.
  • Developing risk assessment template accordance to Company Standard and populate the observations and finding and converting into actionable items.
  • Help to track all HAZOPs action items and maintain an updated checklist against the Risk Assessment, and PSSR walkdown.
  • Carry out construction walkdown daily including night visits, populate all observations and follow-up with closure of the observations.
  • Working and assisting HSE Engineers in identifying and evaluating environmental protection needs for existing and new processes, for assessing the magnitude of risks of non-compliance or environmental harm, including participating in mechanical integrity and reliability engineering evaluations of environmental protection equipment/systems (e.g., wastewater treatment).
  • Support Company standards and programs to ensure site follows both local regulatory guidelines and Corporate HSES management system.
  • Develop standardized procedures and practices to minimize compliance risks.
  • Working closely with the HSE Engineer, relevant stakeholders and identifying the impact and aspect of the site environmental programs and working closely with stakeholders to implement ISO 50001 Energy Management System.
  • Implement, enforce, and take ownership on Health, Safety and Environmental (HSE) requirements and initiatives within his/her areas of responsibilities.
  • Constantly sharing on best practices and lessons learnt, share learning experiences to ensure continuous HSE culture improvement on-site.
  • Ensure all affiliates are competent and provided with the necessary tools and equipment to work safely and without health risks.
  • Carry out any other duties as assigned by the Head of HSES.

Education and Experience:

  • BEng/BS Degree in Engineering, Science, Chemistry, Safety or technical equivalent.
  • 8 to 10 years of safety and environmental sustainability experience in manufacturing environment. Preference will be given to candidates who understand cGMP/GDP requirements.
  • Incumbent must have a good understanding of all local environmental regulations.
  • Language skills/English is a must.
