The responsibilities of this role are:

The Manager, Laboratory Safety supports Assistant Director, Laboratory Safety in driving a strong safety culture among laboratory users in the University. The Manager works closely with Professional Officers and Technical Officers to ensure internal laboratory health, safety and environmental processes follow established safety and health regulations, policies, standards, and practices. The Manager will assist Assistant Director, Laboratory Safety in designing and embedding safety measures in laboratories, investigation of accidents and implementation of correction measures on existing facilities and practices to ensure a safe and secure laboratory environment for students and staff.

Job Responsibilities

  • Review and drive compliance to relevant provisions stipulated by regulatory bodies such as NEA, MOM, SCDF, HSA and SPF in proper laboratory operations. These include fire safety, lifesaving provisions, waste disposal, chemical storage and handling, mechanical systems and pressure vessels
  • Respond and coordinate emergency response activations from laboratories with other departments or divisions.
  • Plan and conduct lab readiness assessment and safety inspections.
  • Conduct mishap investigations and complete required accident reports.
  • Review the document content for contractors’ statement of work and coordinate the submission of the documents to relevant departments.
  • Provide advices to ensure risk assessments are completed and approved according to internal process.
  • Facilitate risk assessment sessions.
  • Be an expert consultant in matters relating to the safe design of laboratories in various technical disciplines.
  • Maintain oversight legal compliances required for laboratory operation.
  • Contribute to POD’s planning and initiatives in laboratory design and operations to achieve risk minimisation, minimising environmental impact and align to industry best practices.
  • Plan for and ensure departmental staff and lab users attend relevant training courses.
  • Plan and organise safety and health promotions events and programs.
  • Develop and review the Division’s safety operation processes for improvements.
  • Monitor corrective and preventive action implementations in the Division.
  • Perform trending analysis and submit timely report.
  • Assist in providing safety performance updates to the Division.
  • Proactive in instilling good safety culture, mindsets and practices in the workplace.
  • Maintain oversight in laboratory safety and health provisions such as safety equipment to ensure they are appropriate, adequate and functional.
  • Conduct safety induction and hands-on training on safety emergency equipment and tools usage.
  • Respond to incident and manage incident reporting matters.

The ideal candidate will need to have the following qualities and experience:

  • MOM registered WSHO with at least 5 years of relevant experience in Workplace Safety and Health, supported with qualifications of Engineering, Science, Technology or Human Factors.
  • Possess strong knowledge of laboratory safety as reflected by qualifications and continuous training.
  • Have a strong focus on safety design implementation for diverse laboratory-related projects, including laboratory set-up and operations.
  • Have a strong working knowledge of regulations and Acts pertaining to safety, health, and environmental protection management, particularly pertaining to laboratories.
  • Able to implement and assess occupational health and safety compliance programmes, particularly pertaining to laboratories.
  • Strong ability to establish effective working relationships with peers, vendors, students, and faculty.
  • Be a hands-on, practical problem solver.
  • Demonstrate self-initiative in solving problems.
  • Demonstrate effective team work especially with peers.
  • Experience in developing Safety Culture
  • Experience in coaching and developing staff on safety
  • Experience in engaging stakeholders on Safety & Health at different levels (i.e. Students, Faculty, Sr Management)
