The Cost Engineer develops project budgets and cost estimates for all phases of a project in the oil/refinery/process industry. Responsible for controlling, forecasting and reporting project costs. Experience in projects and plant turnaround works in the oil/refinery/process industry.
Responsibilities
- Responsible for the practical application of Cost/Finance Standards including Work Processes, Estimating and Budgeting Practices and Cost Control Practices
- Implements cost management and reporting processes for project execution plan.
- Responsible for setup of project WBS in the cost forecasting tool, with proper tracking through purchase orders.
- Responsible for preparation of project budgets.
- Integrate scope growth, addendum and variation into the project forecasts.
- Develop composite rates for project cost estimates.
- Validate all supplier and contractor invoices, ensure proper approval for payments.
- Closing of each project WBS to meet financial requirements including closing of Purchase Orders.
- Set up vendor files, rates, and contract terms and conditions.
- Gather all committed cost data into project cost forecasts.
- Analyzes all costs, highlights concern and communicate all exceptions to stakeholders.
- Responsible to track planned vs actual spent against estimate during project execution.
Requirements
- Bachelor’s Degree of any Engineering Discipline.
- Minimum 5 years’ experience in planning & execution of oil/refinery/process plants projects and turnarounds.
- Experience in budgeting, contract and cost management.
- Written and verbal communication skills
- Works effectively in a team environment.
- Computer skills - MS Office, GSAP, and Project Controls tools.
