Position Summary
To serve as both a strong individual contributor as well as a collaborative teammate (in a team setting) to fulfil end-to-end procurement operations. The role will need he / she to coordinate, execute and ensure compliance on procurement operations, monitor and report on the progress of procurement cases / activities to both business unit and Procurement management periodically.
Roles and Responsibilities:
- Execute and manage procurement day-to-day procurement operations in specification development, sourcing, evaluation, negotiation, approvals, contracting and payment for both new buys or on-going renewals.
- Be a dedicate resource and the primary point of contact for the pertinent business unit he/she is assigned to
- Analyse, strategise, plan and implement sourcing strategy for the categories of products and services for the business unit.
- Drive the initiatives to consolidate, rationalise and streamline for better savings, and vendor management.
- Manage and support end-to-end procurement activities such as Request for Proposal, Request for Quotation and maintenance contract renewal.
- Lead negotiations with suppliers.
- Provide support in reviewing and writing approval papers.
- Identify opportunities and implement actions to reduce overall costs
- Provide guidance to internal stakeholders to ensure compliance with procurement policy and relevant guidelines/regulations.
- Address queries and resolve issue on procurement matters for the assigned areas.
- Assist in the formulation and review of procurement policies, procedures and SOPs to ensure they support business objectives and are aligned with the principles of procurement in the public healthcare sector.
- Assist to collate the necessary data and information to generate periodic updates management on procurement related matters.
Requirements / Qualifications:
- Bachelor’s Degree, preferably in Supply Chain/Business Administration/IT/Engineering or a related discipline.
- Preferably have at least 1 year of experience in procurement.
- Experience in operations and formulation of procurement policies and procedures is advantageous
- Possess strong interpersonal communication and negotiation skills, with an ability to work with people at all levels.
- Team player who is also able to work independently to deliver results with minimal guidance, and motivate team members to perform at their best.
- Experience in IT procurement is an advantage.
- Knowledge of SAP and/or Ariba will be an added advantage.
