Role Purpose
To procure equipment and/or bulk materials (Top side materials) for Suriname and GdM, ensuring they are purchased within budget, required time frame and reasonable Quality, in accordance with all project specification requirements, and in accordance with required delivery schedules. This involves coordination with external suppliers/sub-contractors to ensure products meet performance requirements. The main job challenge is to evaluate supplier performance and research new items to secure the best possible value for the company, in turn negotiating pricings, quality and delivery with suppliers and maintaining mutually beneficial relations with suppliers.
Key Accountabilities
FEED:
1. Establish purchasing strategy such as GTCC separate purchasing, frame agreement, consolidated compressor package purchasing, local purchasing close to the module yards and etc.
2. Establish manufacture list including the material source.
3. Prepare Project procurement execution procedure.
4. Establish procurement organization plan (purchasing, QC & Inspection, Material management, expediting, preservation and shipping coordination) for new projects.
5. Establish preservation strategy.
6. Prepare RFQ vendor list.
7. Review technical bid evaluation and clarification with Vendors.
8. Review Vendor quotation, prepare CBT and select Champion.
9. Organize the kick-off meeting and pre-inspection meeting with an inter-discipline collaboration; prepare interface list for package and client requirements.
10. Establish STC for purchasing.
11. Review EPCI Schedule related to the purchasing such as PO issue, Module Yard required date and Integration yard required date.
12. Establish Manning plan related to procurement organization.
13. Review shipment plan.
14. Review LL from the current EPCI works.
15. Review procurement system during EPCI stage such as SP-Mat..
16. Identify Planned carry over materials at Module yard.
17. Identify the preservation work at Module work.
EPCI works:
1. Follow up of all procurement issues for module engineering and close any outstanding issues as promptly as possible.
2. Review of approval status for vendor documents in line with client / contractor’s requirements.
3. Attend project meeting / follow up meeting with vendors, client, third party etc.
4. Witness critical factory acceptance tests (FATs) along with client / contractor’s requirements.
5. Assist construction team during module fabrication, equipment installation, and assist the pre-commissioning and commissioning team during yard testing.
6. Lead procurement team as required during the ordering stage.
7. Monitor the status of SP-Mat.
JOB Requirement
1. Bachelor’s Degree in Mechanical Engineering
2. Have experience as a procurement engineer more than 10 years for large scale project for LNG, oil & gas project, petrochemical project and refinery project.
3. Have knowledge about applicable international codes such as ASTME, ASTM, EN, BS, ISO, IEC, NFPA, API, JIS, Gost and GB
4. Strong engineering knowledge in Rotating equipment for Process Compressors, Gas Turbines (Frame 9, 7 and 5), Steam turbine generator and Pumps.
5. Strong engineering knowledge for assembly and installation of Compressor packages.
8. 8 years experience at module fabrication yards and preservation work at Site..
