Job Summary

Cash Management is a robust 5 billion business with a surge in operation income, soaring from 2.5 billion in 2022 to an impressive 4.5 billion in 2023 YTD reflecting strong pricing discipline and passthrough rate management to take advantage of a rising interest rate environment. In 2024, Cash’s business strategy aims to transform into a 6 billion business, driving a corresponding increase in Technology investments from 120 million in 2023 to 157.5 million in 2024.

The increase in technology investment necessitates the need of a Head of Classic Pay role to address the requirements of Tech Simplification initiative and decommissioning of last mile platforms dotOpal, STS, and GCG while keeping the light on for the payments processing that are pending migration to our strategic platform SCPay.

The Head of Classic Pay Technology is responsible and accountable for driving the stability agenda, Tech Simplification and collaborate with Payments Future subdomain leads to collectively achieve our SCPay roll out objective. Formulate and deliver stability, obsolescence, and vulnerabilities strategy in collaboration with the other subdomain leads, Cash product, and COO teams for all current and future technology requirements of the organisation. Consider multiple levers in the development and execution of the technology strategy including client value, client experience, time to market, stability, resilience, scalability, cost efficiency, cloud adoptability, build & maintain etc.

The role will provide critical leadership in the development and implementation of the technology plans to ensure the ongoing ability of classic pay product to achieve their business objectives effectively and efficiently. This will require deep subject matter knowledge and awareness of emerging issues, including regulations, industry practises and new technologies.

Adopting Build and Maintain (B&M) model and delivering stability improvement and Tech Simplification program across the classis pay subdomain:

· Manage technology strategy for classic pay subdomain, provide architecture direction, guiding principles, guardrails, and roadmaps that are aligned to both Business and Group’s Tech strategy.

· Collaborate with business partners and play a key role to increase stability of STS, dotOpal, and GCG platforms for classic pay product.

· Manage overall program backlog and achieve agreement on key program deliverables in partnership with various stakeholders and in alignment with business goals. Review and adjust direction and approach in collaboration with business stakeholders to keep programme on track.

· Interface with global business, Ops & technology leaders of other SCB interfacing systems for collaborative design, planning and end-to-end delivery.

· Challenge the status quo and champion a new culture of collaboration, innovation, agility, productivity, increased adoption, and continuous improvement.

· Build and sustain a strong and trusted relationship with COO and Cash Business partner.

This role requires extensive collaboration, influencing beyond formal reporting lines, establishing buy-in for technology priorities with business stakeholders, and concurrently fostering cultural and technical competency within the subdomain to deliver on these objectives.

Responsibilities

Key responsibilities are:

Product Delivery

· Responsible for executing the subdomain's product vision together with the CPO and working with the CPO and Hive Tech Leads to communicate the Technology vision and roadmap for the subdomain working closely with relevant Architects and Engineering Leads

· Drive technology strategy, technology stack selection, and implementation for a future-ready payments platform, utilising architectural patterns such as microservices architecture, to achieve outcomes of highly scalable, robust, resilient, designed for failure, etc. Ensuring that the payment platform is designed and built on a stable and highly scalable infrastructure based on latest technologies and best practice, such as Cloud, DevOps, and Chaos Engineering.

· Manage all system changes effectively and efficiently during the project delivery with all the agreed controls. Project execution – Speed and simplicity. The efficiency/ timeliness/ quality of the specific projects executed in the payment space.

Strategy

· As a key member of the Cash Technology management team, develop the strategic direction and roadmap for Cash Technology while adopting agile practices, aligning with Business & Technology Strategy, Bank’s Digital Agenda and Portfolio Investment priorities. Proactively advise the senior management team on the emerging technologies and transformation trends that are most relevant to the company's goals and evolving needs. Shape the future of technology, maintain and advance deep technical skills and knowledge, keeping up to date with market trends and competitive insights, and share within the technical community.

· Build and foster an engineering excellence culture through leadership and direction. Build an engineering and system thinking mindset with values such as fast feedback, repeatability, simplicity, and clean code. Drive a modern approach to engineering excellence, ensuring fast, frequent, and high-quality value delivery. With thought Leadership, evangelism, and upskilling the workforce on cloud, architecture, engineering and open banking and API.

· Empower the engineers within the subdomain with the right tools and practice to improve SDLC process efficiency - with focus on quality assurance, developer experiences, automation, and performance engineering, with speed, scalability, and stability in mind. Enforce and streamline sound development practices. Establish and maintain effective governance processes including training, advice, and support, to assure the classic pay product is developed, implemented, and maintained aligning with the Group’s standards

Business

· Trusted advisor to the business. Work hand in hand with the Business, taking product programs from investment decisions, into design, specification, and solution phases, all the way to operations on the ground and securing support services from other teams.

· Provide leadership and technical expertise for the subdomain to achieve goals and outcomes

· Responsible for resilience, obsolescence and balancing of application/platform health for STS, dotOpal, and GCG

· Support respective businesses in the commercialisation of capabilities, bid teams, monitoring of usage, improving client experience, and collecting defects for future improvements.

· Manage business partner expectations. Ensure delivery to business meeting time, cost and with high quality

Processes

· Define standards to ensure that applications are designed with scale, resilience and performance in mind

· Enforce and streamline sound development practices and establish and maintain effective governance processes including training, advice and support, to assure the platforms are developed, implemented and maintained aligning with the Group’s standards

· Responsible for overall governance of the subdomain that includes financial management, risk management, representation in steering committee reviews and engagement with business for strategy, change management and timely course correction as required

· Ensure compliance to the highest standards of business conduct, regulatory requirements and practices defined by internal and external requirements. This includes compliance with local banking laws and anti-money laundering stipulations

People & Talent

· Ensure that the organisation works in a proactive way to upgrade capacity well in advance and predict future capacity needs

· Responsible for building an engineering culture where application and infrastructure scalability is paramount for on-going capacity management with an aim to reduce the need for capacity reviews using monitoring and auto-scale properties

· Empower the engineers so that they can provide economy of scale focused on delivering value, speed to market, availability, monitoring & system management

· Foster a culture of innovation, transparency, and accountability end to end in the subdomain while promoting a “business-first” mentality at all levels

· Develop and maintain a plan that provides for succession and continuity in the most critical delivery and management position

Risk Management

· Responsible for effective risk management across all initiatives planed for the subdomain and ensuring full view of key issues identified in the business areas are being supported, and based on this information, appropriate controls, and measures to assess, monitor, control & mitigate risks are being put in place.

· Proactive in monitoring and seeking regular assurance that the areas of responsibility and teams are performing to an acceptable risk and control standard.

· Act quickly and decisively when any risk and control weakness become apparent and ensure those are addressed within quick / prescribed timeframes and escalated through the relevant committees

· Act as the risk control owner under the Group’s risk management framework at the appropriate level

Governance

· Embed the Group’s values and code of conduct in the subdomain to ensure that adherence with the highest standards of ethics and compliance with relevant policies, processes, and regulations among employee’s form part of the culture.

· Ensure compliance with the highest standards of regulatory and business conduct and compliance practices as defined by internal and external requirements. This includes compliance with local banking laws and anti-money laundering regulations and guidelines.

Our Ideal Candidate

· 20+ years of experience in large scale technology program within the banking or financial services industry

· Strong knowledge of Cash Management desired

· Proven experience in a senior managerial role within technology or banking

· Excellence leadership and team management capabilities

· Effective communication and stakeholder management skills

· Familiarity with regulatory requirements and industry standards

· Strong knowledge in change management

· Product delivery lifecycle experience using Agile Ways of Working (Scrum, Kanban, Lean, etc…)

· Customer Support Policies, Standards and Procedures

· Education - University degree in Computing Science, Engineer, Business or related field
