HSE Supervisor Manager lead and manage the health, safety, and environmental aspects of our offshore wind farm project, with a particular focus on the construction and operation of a 220kV GIS Substation for the Offshore Platform Substation.
HSE Supervisor Manager will lead all HSE aspects on-site activities for large/complex project site work to assure cost-effective execution of project deliverables in accordance with contract specifications, quality standards, schedule, and safety requirements during the start-up, construction and/or erection, commissioning, maintenance phases.
The position shall be anchored in the core team of the Project Management Office. The Site Manager act on HSE as ambassador to the Company’s site personnel for good practices and need to ensure that all site personnel follow Company’s and our clients HSE-rules and -instruction, regulations and standards during installation and commissioning of Company’s high voltage equipment. All these HV-equipment will be supplied by various Company factories from different business.
The project will be executed within a Singapore shipyard environment before offshore deployment. The successful candidate will implement and maintain our HSE management system, ensure compliance with both local and international HSE laws, standards, and best practices, and foster a safety-first culture across the project.
Main Accountabilities:
- Develop and implement an HSE management system tailored to the specific needs of the offshore wind farm project, ensuring alignment with company policies and regulatory requirements.
- Perform detailed risk assessments and hazard identification to mitigate potential risks associated with the construction of SF6 Gas Insulated High Voltage 220kV GIS Substation, Installation of Power Transformers and Shunt Reactors
- Supervise the HSE aspects of the substation's establishment and operation, guaranteeing adherence to all HSE requirements.
- Conduct thorough incident investigations, audits, and inspections to maintain compliance with HSE standards.
- Deliver comprehensive HSE training and competency development programs for project personnel.
- Create and enforce emergency response procedures and strategies tailored to the offshore setting.
- Collaborate with project management teams, contractors, and regulatory agencies to achieve HSE goals.
- Compile and report on HSE performance metrics to inform senior management and project stakeholders.
- Cultivate a proactive safety culture and spearhead continuous HSE performance improvements across the project.
- Conduct frequent site observation tours and inspections across the platform structure, requiring mobility in hot weather conditions and the ability to undertake multiple tours daily.

Requirements:
- Over 10 years of experience in HSE management roles and experience in High Voltage and Medium Voltage Systems Gas Insulated Switchgear and large-scale energy projects.
- Comprehensive understanding of HSE regulations, standards, and best practices, especially as they pertain to offshore operations and high-voltage substations.
- Exceptional analytical, leadership, and communication skills, with proficiency in coordinating multidisciplinary teams.
- Demonstrated ability to work effectively in challenging environmental conditions, including high temperatures and physically demanding settings.
- Physical fitness for regular site observation tours and the ability to navigate extensive platform structures multiple times per day.
- Familiarity with HSE management software and systems.
- Availability for offshore work and travel as the project demands.
Working Conditions:
- Initial role is based in a Singapore shipyard with subsequent offshore assignments, necessitating flexibility and the ability to work under challenging conditions.
- The position involves exposure to hot weather and requires physical fitness to perform multiple site tours daily.
