RESPONSIBILITIES

• Develop strategic and tactical plans to achieve both long term and short-term business goals.
• Understand the interdependencies of the services (application, system, network, and database) and pin-point problem area accurately to improve overall efficiency. Envision overall systems solutions and architecture.
• Identify needs and set priorities for the unit that is congruent with corporate goals.
• Identify project risks, perform risk analysis, and work out mitigation plan.
• Lead and manage direct reports and other stakeholders involved towards achievement of common goals. Coach, develop and counsel subordinates.
• Coordinate the technical design of software components with project managers and technical leads with emphasis on code reuse, reliability, quality, maintainability, performance, and scalability. Direct the research, adoption, and implementation of new technologies.
• Manage and plan to capitalize on offshore and outsourcing IT company to control development, maintenance, and operations support cost.
• Track project deliverables and ensure projects are completed within budget, schedules, and quality standards and in compliance with security guidelines and governance processes.
• Ensure project plans and activities are endorsed by the Project Steering Committee and properly executed and tracked till successful implementation.
• Ensure that all security procedures within their area of responsibility are carried out correctly to achieve compliance with security policies and standards.
• Direct the conduct of application systems audit and performance review and make recommendations for changes, as necessary.
• Adopt QMS and CMMI best practices to ensure quality delivery of projects.
• Consistently share information on best practices and technology trends and gives recommendations on best practices for business operations.

• Bachelor of Computer Science, Information Technology, or other relevant fields.
• Minimum 8 years of experience in managing applications development projects with at least 2 full SDLC implementations.
• Experience in managing overseas or regional projects is preferred.
• Good knowledge of software development life cycle (SDLC) and Agile methodologies.
• Ability to work independently, lead and manage cross functional teams spread across multiple geographic regions.
• Demonstrate leadership, decision-making and problem-solving skills.
• Certification in PMP or CITPM.
• Proven track record in managing mid to large scale overseas projects.
• Willingness to travel for short or long-term durations for projects.
• English proficient (Oral & Written) is needed.
