The job holder is responsible for the development of programmes to build employer/HR capabilities to adopt and implement fair and progressive employment practices. This involves:
- Conceptualising and establishing programmes and strategies to build fair and progressive through formulation of robust perspectives in consultation with the tripartite partners, and co-creation of solutions in partnership with stakeholders;
- Providing TAFEP’s insights for policy development at the tripartite level, to ensure policies have positive impact on industry and workforce;
- Overseeing a research agenda and conceptualising consistent TAFEP policy positions and narratives across wide array of issues to ensure credible and consistent public education;
- Overseeing architecture of content development for use on multiple platforms (e.g. website, publications, training workshops, e-learning) to ensure effectiveness, consistency and taking into account customer segments (e.g. employers, SMEs, sector-specific, workers);
- Building strategic partnerships by proactively identifying key stakeholders, opportunities, and design solutions that will enhance collaboration with partners;
- Creating strategic eco-system (e.g. with training partners, think tanks, HR community) to sustain and capability development of employers;
- Upholding the credibility and authority of TAFEP as a resource and recourse centre by ensuring all education programmes are effective and delivered in excellence;
- Developing internal capability of team to be agile, adaptable, motivated and professional
The job holder will lead and manage a team of 15 to 20 staff, and report to the General Manager of TAFEP.
Job Requirements:
- A tertiary qualification
- Minimum 10 years’ experience and subject matter expert on a wide spectrum of HR and employment practices at strategic level
- Strong leadership skills with experience in managing large teams
- Strong strategic and critical thinking and analytical skills
- Excellent collaboration and engagement skills to work effectively with internal and external stakeholders at all levels
- Good team player with strong interpersonal skills
- Broad understanding of workplace dynamics, complexities and sensitivities and HR policies/operations
- Ability to articulate narratives in written and verbal communications
- Ability and experience in training and speaking at public forums will be an added advantage
