ENVIRONMENTAL HEALTH AND SAFETY MANAGER

You must have significant experience in blending both corporate functions and on site activities to ensure a seamless and successful HSQE function is correctly implemented, providing a safe working environment for all employees.

Job Purpose

Overall responsibility for the development and implementation of a compliant HSQE Management System. Promote and communicate a positive safety culture within the company for all parties that may be affected by our business activities. Continuous management, development and improvement of the ISG Best Practice Manuals with regards to HSQE.

To manage, mentor and train HSE site teams in HSQE management techniques. To promote best practice, lessons learnt and provide trend analysis.

Key Responsibilities

  • Providing technical assistance for the introduction, development and implementation of the Health and Safety/HSE/EHS Programme.
  • Responsible for conducting monthly HSE Assessments, followed by identification and development of required corrective actions. Will also be required to work corrective actions through to finish.
  • Representing the company when performing client site and project office visits.
  • Assisting the day to day needs to developing the HSE policies, procedures and agendas.
  • Providing recurrent HSE training, conducting office assessments, participating in emergency planning and drills, driving required corrective actions to closure.
  • Will, at times, assist project teams with management of medical issues and illness claims through regular interaction with medical providers and injured employees.
  • Daily interaction with employees, building a culture of “Safety” throughout the organisation.
  • Maintaining HSE documentation and records in a current and up to date status
  • Continuous review of the company Health & Safety Policy, its applicability to local statute and implementation within the live business environment.
  • Promoting a positive safety first culture within the organisation and all project works that are undertaken.
  • Development and training of all site management personnel to ensure a focussed and improved approach to Health & Safety.
  • Ensuring that all Health & Safety statutory requirements are complied with in relation to lodgement of applications and notification of project works.
  • Develop Health & Safety System that facilitates a proactive and analytical approach to method statements, risk assessments and safety evaluations.
  • Conduct regular visits to project sites to ensure that the highest standards are being applied to Health & Safety. Enforce corrective action where non conformities are identified.
  • Implement post project Health & Safety reviews to ensure continuous improvement.
  • Establish Health & Safety workshop and toolbox talk procedures that can be implemented on a regular basis at project sites. Continuously review and audit these procedures once in place.
  • Develop a Health & Safety scoring system for the implementation of a league table to evaluate site safety reviews.
  • Present regular safety forums for Management and Trade Contractors.
  • Developing and implementing HSE management systems, processes and procedures.
  • Promoting HSE awareness - Training employees in proper HSE management techniques.
  • Preparing & maintaining HSE records - Writing specifications for fire safety and HSE requirements.
  • Conducting project HSE risk assessments

Quality & Environmental

  • To act as the MR / Environmental Representative with regards to ISO 14001, ISO 9001 and ISO 45001.
  • Continually review and update the company Quality & Environmental Management Systems.
  • To ensure that all staff are compliant with the ISO 9001, 14001 & 45001 standards.
  • Management and documentation of the internal audit processes and teams 9001, 14001 & 45001.
  • Develop a reporting mechanism to Senior Management with regards to the overall performance to the HSE.
  • Act as the direct point of contact between the company and the external audit teams.
  • To head the Environmental Management System committee.
  • Shall be responsible for the implementation and maintenance of HSE Management system that complies with the requirements of HSEMS Company requirements. This includes assuring that the work is performed in accordance with the specified requirements.
  • Liaison with Company on matters relating to HSE and its functioning.
  • Develop and implement HSE -MS and providing guidance and support for usage.
  • Manage interface between Company, internal/external auditors to improve lateral learning and risk avoidance.
  • Communicate relevant HSE initiatives, Government legislative and HSE lateral learning's to the staff for their awareness.
  • Support line managers on HSE related issues and foster a team spirit that everyone watches out for each other.
  • Ensure HSE audits and implement recommendations striving to maintain ISO 14001 compliance (including journey managements, incident investigations, etc).
  • Encourage a sustainable development culture through education on conservation of energy.
  • Continuously seek opportunities to HSE philosophy throughout the project and endeavour to improve the services to the Company.

Requirements

Essential Skills

  • Previous experience on large projects
  • Shall be able to form, smoothly interact and motivate a team with the ability to manage change within the organization
  • Ability to implement and deliver health and safety training to staff, subcontractors etc
  • Previous experience with HSE Management Systems
  • Strong personality to ensure directives adhered to.
  • Ability to lead a multinational team of HSE Officers and Co Coordinators
  • Must be willing to travel to various locations within the Asia.

This should be supported by excellent written skills to produce clear analysis and reports with High level of attention to detail and excellent verbal communication at all levels (Project Director, peers and staff members).
  • Planning and Organisation – Strong planning and organization skills required to ensure all tasks and objectives are carried out on a timely basis according to the priority levels agreed with the business and Head of Department and systems and best practice is followed.
  • Professional knowledge and Analytical thinking – Strong, rationale thinking with a challenging, questioning mind that can view issues as a whole as well as drill down into the final detail. Excellent Construction knowledge to ensure credibility with business areas and capability to deliver.
  • Team Orientation – Ability to work as a team member under pressure to deliver objectives on time. Good team leader and “people manager”, focused on training and mentoring of team members. Effective and flexible team member who is a decision maker and good delegator and sensitive to political situations - good relationship builder.

Education & Training

  • Have a HSE related degree - B.Sc. or M.Sc. or other similar qualifications.
  • Minimum 10 years of construction and/or industrial sector work experience, 5 of which having served in the HSE managers role.
  • Registered Safety Representative / Registered Safety Auditor / IRCA.
  • Demonstrable training and continuous professional development with NEBOSH, IOSH, OSHA, ACGIH, Red Cross; or equivalent.
  • Member of an accredited professional safety body, i.e. IOSH, IIRSM
