We are actively in search of a seasoned and driven individual to assume the position of Deputy Chief Executive Officer, overseeing Recruitment, Outsourcing, and Work-Pass Business. This role holds significant importance in influencing and implementing our talent acquisition and outsourcing strategies, while also ensuring adherence to statutory regulations in Singapore.

Key Responsibilities:

[1] Strategic Leadership:

· Collaborate with the CEO and other Senior Leaders/ Team Leaders to develop and execute the overall business strategy.

· Drive the development and implementation of recruitment, outsourcing, and work-pass business strategies aligned with the company's goals. Ensure that the company can achieve both financial and corporate goals.


[2] Talent Acquisition:

· Oversee the end-to-end recruitment process, ensuring the timely and effective hiring of top talent.

· Implement innovative and efficient recruitment strategies to attract and retain high-caliber professionals.

· Foster relationships with educational institutions, industry groups, and other talent sources to ensure a robust talent pipeline.


[3] Outsourcing Operation Management:

· Lead the outsourcing unit, identifying opportunities for efficiency and cost-effectiveness.

· Establish and maintain relationships with outsourcing partners, negotiating contracts, and ensuring service-level agreements are met.

· Monitor and evaluate the performance of outsourcing partners to drive continuous improvement.

· Ensure that the operational side of outsourcing is functional and independent.


[4] Work-Pass Compliance:

· Stay ahead of changes in Singapore employment laws and regulations related to work passes.

· Ensure the company's compliance with all relevant statutory requirements regarding work passes and immigration.

· Work closely with legal and compliance teams to mitigate risks associated with work-pass processes.


[5] Cross-Functional Collaboration:

· Collaborate with other departments such as HR, Finance, and Support to ensure seamless integration of recruitment and outsourcing strategies.

· Provide leadership and guidance on workforce planning, ensuring alignment with business objectives.

· Manage and lead the Foreign Worker Team.

· Support Foreign Worker team in the acquisition of major corporate clients.


[6] Data-Driven Decision-Making:

· Utilize data analytics to assess the effectiveness of recruitment and outsourcing strategies.

· Implement key performance indicators (KPIs) to measure success and drive continuous improvement.


[7] Client Relationship Management:

· Cultivate and maintain strong relationships with key clients, ensuring their needs are understood and met.

· Collaborate with the Business Development team to identify new business opportunities and expand the client base.


[8] Financial Management:

· Collaborate with the Finance Manager to develop and manage budgets for the recruitment, outsourcing, and work-pass business units.

· Monitor financial performance, identify cost-saving opportunities, and ensure the profitability of operations.


Qualifications and Experience:

1. Proven experience in a senior leadership role, preferably in recruitment, outsourcing, or a related field.

2. In-depth knowledge of Singapore employment laws and regulations. Must be well aware of MOM Regulations.

3. Strong negotiation and contract management skills.

4. Excellent interpersonal and communication skills.

5. Demonstrated strong ability to develop and implement successful talent acquisition strategies.

6. Minium 8 ~ 10 years of relevant work experience in these industries.

7. Hands on person who is positive, pro-active and sales driven.

8. Business development and handling sales from corporate clients

9. Must be able to represent the company as required, including attendance at industry events and public meetings.


Education:

1. Bachelor’s degree in human resources, business administration, or a related field.

2. A master’s degree would be an advantage. Ideally, it would be preferable to have a background in finance and business management.

3. Need to possess a CEI (KAH) - BASIC Certificate.
