RESPONSIBILITIES

  • Fire Safety - Perform the role of Senior Fire Safety Manager (FSM) for the OSS and assist in ensuring all necessary and relevant fire safety-related operations such as training, education, and outreach, fire safety framework, emergency response plans, CERT operations and validation exercises such as fire-drills are organised and conducted as per required by regulatory bodies. Must have a demonstrated track record in:
    • Ensuring successful fire safety certification for a Tier 1 installation;
    • Leading and maintaining fire-fighting response capabilities in accordance to CERT requirements;
    • Engaging, preparing and organising diverse stakeholders in fire evacuation drills; and
    • Drafting, reviewing and updating Emergency Response Plans.
  • Lifesaving Training & Education Programmes
    • Assist in the in the management, organisation, development and review of the various lifesaving training and education programmes targeted at both the student and staff community.
    • These training programmes include both in-house and outsourced programmes conducted by OSS staff, Associate Trainers and appointed training agencies. The incumbent will also be responsible in the maintenance and renewal of SMUs Safety Centres status as an accredited training centre under the Singapore Resuscitation and First Aid Council (SRFAC).
  • Safety Consulting for Student Events
    • The incumbent will form part of a key group of staff who will be responsible in providing timely safety consultation, management and oversight for the various activities and events organised by students and student groups under the various offices from SMUs Centres and Institutes.
    • Be the club adviser for the departments Civil Defence (CD) Lionhearter Club, providing overall leadership and guidance to the CD Lionhearter Club members.
  • Other Responsibilities
    • Any other safety related projects or programmes as assigned.
QUALIFICATIONS
  • General Degree with minimum 5 to 7 years of practical experience in the area of Fire Safety and Training & Education / Development; or
  • Diploma Holder with minimum 7 to 10 years of practical experience in the area of Fire Safety and Training & Education / Development.
  • Relevant experience in a uniform organisation will be an advantage.
  • Qualified Senior Fire Safety Manager with experience working in public / commercial premises of comparable scale and classified as High Risk Installations by the Singapore Civil Defence Force (SCDF) will be an advantage.
  • Registered Workplace Safety & Health Officer will be an advantage.
  • Experienced in the area of fire safety systems and infrastructure along with good working knowledge of fire safety/suppression systems and equipment.
  • Experienced working in institutions of higher learning in particular mentoring and coaching students (preferred)
  • Experience in crisis management, business continuity management and security systems will be advantageous.
  • Experienced in management and organisation of training & education programmes (preferred)
  • Knowledge and experience in applying and also teaching basic Risk Management principles and strategies in a classroom / outdoor setting.
  • Knowledge & experience in the organisation and delivery of training & education programmes, in particular safety-related & lifesaving (First Aid, CPR etc)
  • Proven writing and communication abilities
  • Able to work independently under pressure and in a fast-paced environment
  • Able to be self-motivated in a challenging work environment.
  • Good planning, organising, interpersonal skills.
  • Strong analytical skills
  • Self-oriented and a decisive leader who believes in sharing ideas / best practices.
  • Proven track record in management of fire safety operations including operations planning.
