The Building Technical Manager plays a pivotal role in collaborating with the General Manager to holistically manage the diverse portfolio of subsidiaries operating under the purview of the Asia-Pacific Regional Headquarters.
(A) Essential Job Functions
- Facilitating seamless communication channels with subsidiary managers to procure a diverse array of materials and reports for meticulous review and endorsement by APRHQ.
- Vigilantly monitoring the progress of potential projects, meticulously updating their status until the prestigious awarding phase.
- Scrutinizing tender documents with unparalleled attention to detail, overseeing each stage of the tendering process with precision and finesse.
- Providing expert counsel on program formulation by subsidiaries during the tendering phase.
- Spearheading the orchestration of pivotal tender-related meetings, from the inaugural kickoff assembly to the decisive branch manager approval session.
- Extending invaluable support in crafting proposals and navigating construction contracts during resource constraints within subsidiary manpower.
- Exercising astute oversight over program development by subsidiaries during the contractual phase.
- Proactively identifying and curating a roster of potential suppliers across Asia, fostering strategic procurement collaborations with each subsidiary.
- Systematically collating and analyzing monthly project reports from subsidiary entities, meticulously evaluating progress and cost metrics before disseminating comprehensive feedback for approval.
- Championing the standardization of formats and guidelines to optimize the operational landscape of the Asia-Pacific business domain.
- Geographic Scope: Encompassing Singapore, the ASEAN regions, and Oceania.
(B) Minimum Qualifications / Job Experience:
- Possession of a bachelor’s degree or higher in Architecture, Building, or Engineering disciplines.
- A minimum of a decade's worth of hands-on experience in project management within the dynamic realm of Building Construction Business.
- Proven track record in navigating the intricacies of international construction projects.
- Proficiency in overseeing projects of at least level 4 complexity.
- Demonstrable expertise in cost/budget control, procurement, main contract administration, and subcontract administration.
- Prior exposure to collaborating with Japanese corporations.
- Willingness to undertake frequent overseas business travel.
(C) Knowledge/ Skills/ Abilities:
- In-depth understanding of architectural intricacies[HH1] , working drawings[HH2] , and globally recognized construction practices.
- Proficiency in Project Management methodologies and frameworks.
- Fundamental comprehension of international construction laws, including but not limited to FIDIC regulations.
- Familiarity with international standards such as BS, ASTM, among others.
- Knowledgeable about sustainability frameworks like LEED and their integration into construction practices.
- Exceptional organizational acumen and interpersonal finesse.
- Demonstrated ability to operate autonomously or as an integral part of a collaborative team.
