- To lead and manage Automatic Fare Collection System projects to meet internal and external customer requirements. The key areas include handling various projects from tender preparation phase, which include preliminary design, resource management, system quality control and assurance, and project implementation strategy and deliveries to meet timelines and budgets.
- To coordinate and manage execution of projects to ensure smooth implementation, to handle issues and mitigate any risks encountered.
- To liaise with the inter-division project committees including but not limited to Legal, Safety, Quality, Procurement, Finance, and Contract Management departments during project execution with adherence to company policy and processes.
- To coordinate and collaborate with Grantors, Regulators, Government Agencies InfraCOs, Independent Assessors and Auditors, Work Package Contractors, Specialist Vendors, Systems Consultant, Partners and other key stakeholders to provide technical, commercial and contractual support.
- To coordinate and closely monitor the progress of projects and make analyses, adjustments, determine courses of action, and implement improvements to the project performance as required to ensure the outcome is as planned and in accordance with the Contract requirements not limited to ensuring timely submission of complete application for such by the contractor and submission for recommendation and consideration for approval based on the company’s Discretionary Authority limits and internal process.
- To coordinate and manage contract delivery and completeness prior to recommendation for issuance of contractual certificates for approval, including but not limited to Certificate of Practical Completion, Taking Over Certification, Certificate of Making Good Defects, Certificate of Final Inspection and Acceptance, and others.
- To follow through all projects undertaken upon completion during the warranty / effect liability period until project close out and release of the Performance Bond / Retention Sum if any.
- Lead and responsible for project quality control and systems assurance for AFC and its interfaces.
- To support RTSO non-fares revenue initiatives, Strides International and Engineering business development opportunities, interfaces management between RTSO AFC and ERP, Communications and ISCS Systems; and support RTSO Operations and Maintenance teams and Cyber-security planning and implementation.
Qualifications and experience include:
- Bachelor’s Degree in Engineering discipline (preferably in Electrical and Electronic or Software / Computing Engineering).
- Minimum 10 years of relevant experience in project management and a managerial role.
- Extensive experience in AFC system and Account Based Ticketing (ABT) and Card Based Ticketing (CBT) Systems.
- Experience in managing interface requirements for Open Payment Systems involving Acquirer Banks and Payment Processors entities.
- Experience in managing international rail/transportation projects is an advantage.
- Proven track record in delivering projects from conception to completion (includes but not limited to scheduling, planning, forecasting, resource planning, and managing all the technical activities aiming at assuring project accuracy and quality).
Technical skills include:
- Possess strong project and commercial management, business development, information systems.
- Good understanding of the entire value chain related Automatic Fare Collection system, Communications Systems, Telemetry and Control.
- Good understanding of RAMS, FMECA, QC/QA processes.
