Program Manager - Applications Public Sector

As a Program Manager, you will work collaboratively with the onsite technical team, sales and offshore team to ensure executing the right balance between business delivery, technology enablement and operations work in terms of scope, timeline, and budget (fixed price).

The incumbent will need to provide guidance to the delivery team to ensure initiatives are well-defined and ready to work on


Delivery Management

  • Accountable for Program Delivery. [On time, First time right, Meeting quality standard]
  • Accountable for Scope control (Scope baseline, Scope change management, Scope negotiations and Scope rebase line).
  • Ability to estimate changes working with the team in a budgetary and final way with adequate contingencies.
  • Baseline and re-baseline program plans as per changes.
  • Revise budgets and ensure customer as well as internal signoffs.
  • Represent the Program(s) at the customer steering committee with appropriate industry standard metrics as per methodology (Agile, Waterfall) and as per the program lifecycle stage.
  • Manage interdependencies between vendor(s) and the customer with clear lines of responsibility defined.
  • Manage Risks, Dependencies and Assumptions and their impacts
  • Define acceptance criteria and ensure acknowledgement of common understanding
  • Run programs as per HCL and industry best practice.
  • Manage the operational aspects of the delivery team, ensuring financial, risk, legal, security and other compliance requirements are met.
  • Maximize the flow of value delivered, systematically measuring, and removing impediments, and ensuring a metrics-focused approach to measure objective realization and performance
  • Enhance communication and build trusting relationships across teams to align roadmaps, coordinate initiatives, manage risks and compliance responsibilities.
  • Provide key insights to stakeholders on the progress of an initiative or feature from inception to delivery and into production, including visibility to development efforts and value metrics.

Essential Qualifications

  • Bachelor's degree or higher in a computer or business field (or equivalent and related experience preferred).
  • PMP and PMI-Agile extension and Agile Scrum Master preferred
  • Experience in agile methodologies is, depending on the assigned area, desired
  • Minimum 12 - 15 years' experience in a service delivery and project management within Business Application Solutions.
  • Experience leading, supporting and mentoring a technical team
  • Experience working with customer
  • In-depth knowledge of the Business Application Solutions domain and the corresponding processes, including key performance indicators, best-in-class practices, business, and technology trends.
  • Work experience in the IT environment with a broad understanding of a wide variety of applications and technical capabilities, and how those varied solutions can support the organization's strategic goals.
  • Experience in project/product/platform management.
  • Understanding of Agile and lean methodologies.
  • Broad understanding of IT topics such as (e.g., cloud technologies (GCC), Azure, AWS, DevOps & .Net products and platforms, micro-service architectures, automation, and API integration
