Manager, Risk Governance

JOB SUMMARY

· This role is expected to provide extensive and thorough 2LOD oversight of the risk governance process, in compliance to local regulations and internal risk management framework/policy/standards.

· The role carries an extended responsibility in overseeing the appropriateness and adherence to Group polices and local regulations in Risk Appetite setting for the bank.

· The role is responsible to ensure that the Bank adhered to Monetary Authority of Singapore (“MAS”) 656 requirements at all times.

· The role acts as a liaison to Group Investor Relation in the Credit Agencies discussion to support and improve the bank credit rating.

· The role is expected to oversee the Country Centration limit monitoring and reporting.

RESPONSIBILITIES

Strategy

Business

· Provide business advisory relating to MAS656 Large Exposure requirement.

· Ensure that risk appetite metrics and management limits are not breached at all time

· Advise on OBL limits

Processes

· Ensure the setting of Risk Appetite meets the requirement of Group requirements and local risk management guidelines.

· Ensure the transaction booked in SCBSL meets approval process of Local Approving Standard.

· Perform the daily MAS656 Large Exposure monitoring

· Perform the daily country centration dashboard monitoring.

· Perform the monthly Risk Appetite reporting

Risk Management

· Monitor and report the adoption of Group Frameworks and Policies.

· Work closely and support Group Risk Appetite team in the setting of Risk Appetite Policy and Standard

· Provide oversight and adequate challenge to the risk appetite proposed by the Local Risk team.

· Provide support to Hub Risk Governance team on risk appetite related matters.

· Work closely with Group Investor Relation team and Local Credit Risk team to provide strategic data points in Credit Rating Agencies discussion.

Governance

· Coordinate with Group Risk Appetite team for the annual refresh of all the existing risk appetite.

· Coordinate with Local Risk teams for monitoring and reporting of the monthly risk appetite, risk appetite escalation and breaches (if any).

· Coordinate with Local Credit teams to provide strategic data to support the Credit Agencies discussion.

· Acts as the conduct risk champion for Local Risk teams.

· Provide Secretariat Support for Hub Executive Risk Committee (“ERC”).

Regulatory & Business Conduct

· Display exemplary conduct and live by the Group’s Values and Code of Conduct.

· Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

· Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

· Assist in MAS CRAFT meeting decks preparation and RFIs

Other Responsibilities

· Embed Here for Good and Group’s brand and values in country.

· Perform other responsibilities in accordance to relevant policies and procedures.

· Compliance to Group and country policies and procedures including local regulations

· Involve in projects and any ad-hoc requests or assignments which may be directed by reporting line manager

Our Ideal Candidate

· Bachelor’s degree or above in statistics, economics, finance or any other related academic field.

· 6+ years of experience in Risk management.

· Strong understanding of the regulatory requirement of MAS 656.

· Strong regulatory interpretation skills on technical aspects.

· Good understanding of the Credit Risk and Credit data.

· Comfortable to communicate with senior management and other key stakeholders across different risk teams in the bank.

· Ability to present complex information in a succinct manner to senior management.

· Having excellent Excel, Word and PPT skills.

· This is key contributor role which will require very good planning and coordination to deliver timely and high quality.

Role Specific Technical Competencies

· Strong understanding of MAS 656 requirement

· Good understanding of risk appetite management

· Analytical and familiar with Credit Risk and Credit data

· Advanced excel skill
