National Gallery Singapore is a leading visual arts institution which oversees the world's largest public collection of Singapore and Southeast Asian modern art. RESPONSIBILITIES
Reporting to the Deputy Director (Innovation & Technology), the incumbent is responsible for the planning, implementation, and management of various digital, platform services and innovation projects for the Gallery. The Senior Manager shall lead and guide the project team to ensure successful delivery and operationality of the various Digital, Platform Services and Innovation projects for the Gallery, and include the Singapore Visual Arts Cluster (SVAC) sister organizations where relevant (eg. Shared systems), covering the Singapore Art Museum (SAM) and the Singapore Tyler Print Institute (STPI).
In the role of a Project Manager with expertise in Business Process and Change Management, your responsibilities will encompass guiding cross-functional teams, identifying opportunities for enhancement, and executing impactful solutions to elevate overall operational efficiency and effectiveness.
RESPONSIBILITIES
- Assist the Deputy Director in managing a team of technology professionals, including managing project managers and outsourced vendors.
- Provide coaching and guidance to team members, including performance feedback and development planning.
- Lead more complex project teams, anticipate and manage project resources, including I&T team and cross-divisional team members, to ensure successful project delivery.
- Lead and manage project lifecycle, identify business requirements, lead the project planning, develop business case, manage project delivery, conduct user acceptance testing and monitor post implementation benefits in close consultation with various stakeholders.
- Collaborate with other departments within the Gallery to ensure that technology-based projects and programs are integrated into the overall visitor and employee experience.
- Manage all activities relating to procurement of IT products and services to ensure vendor services are delivered on time, within budget and meeting customer requirements.
- Manage IT projects to ensure adherence to corporate governance and security requirements.
- Create and maintain standard operating process (SOP), technical, project or other related documentations to support development, project, and contract management.
- Oversee the day-to-day operational support and escalate any issues to the vendors for the digital and platform services.
- Engage potential solution vendors to test products, develop tender specifications, obtain budgetary estimates and to manage the process in the selection of competitive solutions.
- Design and recommend optimized processes to streamline operations, increase productivity, and drive cost savings.
- Implement process improvement initiatives, fostering a culture of continuous improvement across the organization.
- Stay abreast of emerging technologies and industry trends, and make recommendations for their application within the Gallery context.
- Build partnerships with external vendors, consultants, and other stakeholders to support the development and execution of technology projects.
- Diploma/Degree in Computer Science/ Computer Engineering/ Information Technology or equivalent.
- Minimum 5-7 years of relevant working experience.
- Good knowledge of project management methodology. Project Management Professional (PMP), Certified IT Project Manager (CITPM) or relevant technical skills/certification, or relevant working experience in digital implementation will be an advantage.
- Familiarity with change management principles and experience implementing improvement change initiatives.
- Able to work effectively with multiple internal and external stakeholders of the Gallery to ensure smooth project delivery and facilitate smooth organizational adoption.
- Ability to effectively handle and manage multiple projects, working with teams and also independently.
- Excellent communication and interpersonal skills, with the ability to lead and motivate a team of resources.
- Knowledge of current and emerging technologies and trends in the museum and cultural sector.
