(A) Job Summary:
Assist the M&E Manager in planning and co‐ordinating specific M&E works on site.
(B) Essential Job Functions:
The M&E Coordinator (Site) is responsible, but not limited to, the following:
Planning & Programming
- Assist M&E Manager on the preparation of planning, programming and monitoring process of M&E works and provide specific detail plan/program as per M&E Manager’s instruction.
Quality
- Control the progress of RFA, RFI, Shop Drawings, Technical Submissions and Equipment/Material Procurement/Fabrication/Delivery Status for on-time completion.
- Control site progress & installation quality as per approved Shop Drawings, Technical Submissions and Equipment/Material Procurement/Fabrication/Delivery Schedule for on-time completion.
- Appraisal for works/products compliance to specifications/requirements and selection recommendation.
- Assist establishment of Authority Inspections Schedule and Testing & Commissioning Activities Schedule including Factory Tests, Individual System Test, Integrated System Test, RI etc.
- Develop the details of Testing & Commissioning Activities Schedule including Factory Tests, Individual System Test, Integrated System Test, RI etc
- Responsible for carrying out M&E technical meetings and resolving technical issues with record.
- Check and verify M&E co-ordination drawings and individual service drawings quality.
Procurement, Contract, VOs, EOTs
- Control and monitor design change requests raised by client and consultants and to be responsible for the following items:
a) Record of the changes
b) Report changes to PD/PM
c) Notification of time and cost implications to client and consultants with the aid of Contracts Manager
d) Cost control against M&E subcontractors variation order including price negotiation
- Responsible for variation order cost collection, cost verification of the VO works and make necessary recommendation of VO prices.
- To check, evaluate and confirm work done and material supply quantity status for the purpose of M&E sub-contractor/NSC vendors progress payments incl. instruction of progress substantiation document preparation by sub-contractors and vendors.
Safety
- Responsible for the compliance to safety & occupational health practices to be implemented at M&E Section, M&E subcontractors and vendors with IMS safe work methods.
- Responsible for site implementation of safety standards to comply with IMS safe work methods.
- Responsible for attendance to daily site co-ordination meeting and provide detail co-ordination with sub contractors.
(C) Minimum Qualifications:
- A Bachelor’s Degree in Mechanical or Electrical Engineering.
(D) Personality:
- Strong organizational and interpersonal skills.
- Ability to influence various stakeholders and build long term relationships.
- Ability to lead subordinate M&E staffs and provide supervisions/instructions to staff.
(E) Knowledge/Skills/Abilities:
- Strong technical knowledge in mechanical & electrical trades.
- Strong M&E works site installation knowledge with the ability to provide practical solution related with site installation.
- Strong Local Code/Regulation Knowledge pertaining to M&E services, building construction and safety.
- Strong time management skills with exceptional attention to detail and ability to manage particular tasks put in his charge.
- Good verbal and written communication skills.
- Ability to analyze and synthesize complex issues quickly and propose counter measures to settle the issues.
