What you will be working on

  • Analyse procurement data to assess effectiveness of procurement governance processes, detect anomalies, and identify opportunities for demand aggregation.
  • Proactively identify areas for improvement and recommend strategies to enhance procurement governance and efficiency.
  • Develop self-servicing procurement dashboards and reports for users and procurement officers
  • Provide training and support to users on how to effectively navigate and utilize the dashboards and reports.
  • Drive procurement competency framework for project and contract managers, designing and ensuring a training program that is aligned with the framework and training objectives
  • Opportunity to work on 2 to 3 tenders to gain procurement experience and better understanding of the processes
  • Participation in post-tender debrief sessions to reflect on outcomes and identify areas for improvement.
  • Participate in projects to exploit ML/AI, GenAI, and RPA to enhance user procurement experience

What we are looking for

  • Experience in procurement function with a focus on policy formulation and governance is preferred.
  • Familiarity with tendering processes and experience in participating in tender evaluations and contract negotiations.
  • Experience in data analytics, proficient in tools such as GeBIZ Management Console (GMC), Power Query, Power BI, and Robotic Process Automation (RPA).
  • Strong analytical and problem-solving skills, with the ability to translate data insights into actionable strategies.
  • Knowledge of SAP Materials Management (MM) module is a plus.
  • Good knowledge of the Government Instruction Manual on Procurement, including procurement policies, procedures, and guidelines is preferred.
  • Excellent communication and stakeholder management skills, with the ability to collaborate effectively across teams.

The successful candidate will hold the corporate title of Manager/Senior Manager, with seniority based on individual work experiences.

  • Position is on a 1-year full-time contract directly under the payroll of CPF Board with an option to renew, contingent upon confirmation and subject to organisational needs. Additionally, there is potential for emplacement into a permanent position
