Duties and Responsibilities:
- Reviews and advises on contract terms and conditions.
- Review project scope and conduct cost negotiations.
- Conducts project cost control and administers project budget monitoring to maximise profits.
- Handles work-in-progress monitoring, preparing the WIP reports (revenue vs costs vs physical completion), and progress claim certifications.
- Handles variation or change request claims, additions & omissions review and cost substantiation.
- Documentation preparation for tender bidding, submission of relevant cost spreadsheets, and profitability analysis.
- Documentation preparation for project opening, closing, bill settlement, and profit-taking.
- Manage contractual dispute matters amicably with the relevant internal and external stakeholders.
- Manage and prepare all contract documentation and agreements, as well as provide support in the drafting of contractual/dispute letters.
- Liaison with legal counsel and/or lawyers relating to contract arbitration and/or litigation.
- Identifying project risks, defending claims, handling disputes, and managing resolutions.
- Works closely with Managerial Accounting Manager to produce budget forecasting, half yearly project cashflow review.
- Monitor the cost of all phases of planning and construction with the parties concerned.
- Work closely with Business Units in preparing monthly updated project progress and costing.
- Drive continuous improvement initiatives and develop best practices.
Requirements:
- Relevant degree with at least 8 years of QS / Contracts Management experience.
- Ability to understand financial statements.
- Resourceful, innovative and able to foster collaboration.
- Energetic, self-driven, independent and proactive.
- Good interpersonal, communication and organisational skills.
- Meticulous and service-oriented.
- Knowledge of Singapore Commercial Law, Public Sector Standard Conditions of Contract and SIA Contract.
- Computer literacy, particularly with Excel and PowerPoint presentations.
