Job Description:

Key duties and responsibilities


1. Oversee and plan the capability development and creation of learning opportunities, i.e., to enhance the communications capabilities of staff

a) Work with the team to develop training roadmaps to equip staff and volunteers with core competencies required for their communications work;

b) Oversee the team’s coordination efforts between clients' divisions, the internal training institution (NACLI) and external training providers in the design and execution of learning programmes for staff and volunteers with communications roles.

c) Work with the team to organise timely courses/workshops, learning events, Community of Practices(COP) and other learning opportunities for staff and volunteers.


2. Oversee the design and development of systems and resources to promote operational effectiveness of the communications teams in client units

a) Lead the team to develop processes, competency frameworks, training roadmaps and performance assessment metrics to strengthen client's communications function in different Divisions.

b) Work with the team to curate resources including best practices, toolkits and templates to guide comms practitioners in client's divisions.


3. Develop appropriate learning methodologies, e-learning courseware/platforms to enhance the learning experience of staff and volunteers.

a) Work with team to research and source for appropriate learning methodologies, e-learning courseware/platforms and partners who can accelerate the learning experience of staff and volunteers.


4. Oversee the team’s administrative processes and capability development.

a) Manage team’s budget utilisation and adherence to financial and procurement processes.

b) Identify training needs, coach and assess staff performance

c) Participate in workgroups and perform tasks as assigned

d) Prepare reports for update to management and stakeholders

5. Other ad-hoc duties

a) Other duties as assigned by senior officers


Work Arrangement:

Working Hours: Mondays to Fridays (office hours)

Mon to Thurs 8.5hrs

Fri 8hrs

Salary: Monthly Rated

Location: Jalan Besar

Contract Duration: 3 Years


Job Requirements:

• At least ten years in a communications or engagement related role.

• A people-person, with interest in people development.

• Good written, oral and presentation skills

• Analytical, resourceful with good inter-personal skills

• Proficiency in English. Knowledge of a second language (Chinese, Malay, Tamil) will be valuable to the team.
