NES Fircroft is currently recruiting for a Senior Contracts Administrator to join our client on a 10-month contract position, with possibility of extension. This role is for 40 hours per week (5 days) and is located in Tuas West (transport provided).
Working within the Energy, Chemicals and resources industry, it is imperative you have prior experience working on large EPC projects within these industries.
Job Responsibilities:
- Comply with work processes, procedures, instructions and guidelines, including Contract Execution Plan, Co-ordination Procedure and Quality Plan;
- Prepare cost estimates and submitted for review to the Contract Manager prior to submission to the Project Manager;
- If required, engage the market using processes, procedures, instructions and guidelines as written out in the Contracts strategy;
- Responsible for:
- Project setup including systems and tools;
- Contract management of Contractors and Service Providers;
- Change and dispute managements;
- Prepare contractual letters and correspondences;
- Defend and resolve claims expeditiously;
- Maintain systems and tools for reporting; and
- Issuing Contract status reports.
- Maintain the Contracts plan in conjunction with Construction, Project Management, Engineering, and Planning;
- Compile, manage and update the project-specific bidders’ list in conjunction with Construction, Project Management, Engineering, and the Project Manager;
- Lead formal enquiry packages, ensure issuance to each of the Contractors on the approved project Bidder List, and expedite bid returns to meet the closing date;
- Maintain, lead and control all contact with bidders/Contractors during the bidding /evaluation period and after Contract award, and that technical and commercial communications and evaluation are recorded in writing and distributed;
- Evaluate quotes, follow up Technical Bid Analysis (TBA), prepare Commercial Bid Analysis (CBA), and make award recommendations to the Client on the most suitable bidder considering the price, technical acceptability, and delivery consistent with the project requirements;
- Ensure CBAs are approved at the appropriate authority level prior to commitment, and that Contracts are prepared in the agreed format and issued in accordance with project requirements;
- Lead project meetings and negotiations with Contractors;
- Maintain records of Contracts expenditure and managed within budget;
- Manage variations and claims against the Contract;
- Quantity take off for Civil, Piling, Structural, Mechanical, Piping, Scaffolding, Painting, Insulation, Tankage, Electrical and Instrumentation
- Assessing and evaluating applications for payment/ invoicing and making recommendations and ensuring payment;
- Report regularly on areas of concern/ issues /opportunities and threats and areas that are working well on the project;
- Ensures Change Orders are issued as appropriate, invoices are received, checked, and approved, and all claims or back charges are resolved;
- Ensures Contracts files are always maintained and are current;
- Keeps abreast of market conditions and maintains regular communications with key Contractors;
- Advise Contract Manager and Supply Management Director of potential new sources of supply, and of current supplier’s performance;
- Provides Contract support to estimates when required;
- Ensure Contracts are expedited to completion, including coordination with Construction, Engineering, Quality, Health, Safety, Security and Environment, and Quality Control, and that all Contractor documentation is received;
- Conduct Contractor Performance Assessment upon Contract closure; and
- Prepares final accounts and closeout, manages the return and release of Securities/Bonds and Warranties.
