Purpose
To guide corporate, proposal and project Human Factors and Major Accident Hazard management, and lead a process safety team on a proposal / project, in collaboration with different departments and process safety section, to prevent and mitigate Major Accident Events (MAEs) throughout the lifecycle of the facility, specializing in human factors
Role & Responsibilities:
Corporate Human Factors Procedures and Standards
Independently develop and review corporate Human Factors procedures, and review other corporate standards for consistent application of Human Factors and Working Environment Management throughout the lifecycle of the fleet / facility
Corporate Human Factors Guidance
Provide Human Factors technical expert advice at a corporate and global level based on MODEC and industry standards, considering the entire lifecycle of the facility. High quality, practical and reasonable-to-implement Human Factors Engineering guidance and advice for the efficient management of Human Factors and Working Environment throughout the lifecycle of the fleet / facility.
Human Factors and Working Environment Requirements Preparation
Prepare and review Human Factors and Working Environment philosophies and plans. Provide guidance to the proposal / project for compliance to company standards, client and regulatory requirements of human factors-related systems.
Safety and Human Factors Studies / Deliverables Preparation
Develop scope of work, perform safety consultant technical bid evaluation, participate in workshops, plan, review and deliver human factors studies / deliverables. Contribute to develop scope of work and participate in workshops of safety studies including human factor issues on the risk management. Deliver complete, correct, and on-time human factors studies and deliverables to the proposal / project, demonstrating risks are As Low As Reasonably Practicable (ALARP).
Human Factors Activities Management
Manage HFE activities throughout the project in accordance with the HFE plan, including the monitoring of progress against project plan and defined milestones.Manage the identification, tracking and resolution of HF issues in compliance to company standards, client and regulatory requirements.
Safety Critical Elements (SCE) Management
Attend and contribute to Bow-Ties workshops, identify Safety Critical Tasks and Safety Critical Procedures, communicate performance standards requirements for the tasks, review Safety Critical Procedures to ensure that safety critical elements are in accordance with performance standards for the prevention and mitigation of MAEs.
Safety Consultant/Subcontractor Management
Coordinate and manage safety consultant/subcontractor to ensure the risk of the facility is properly assessed in accordance with the scope of work and methodology, in a timely manner and on budget.
Process Safety Team Guidance
Instruct and guide process safety engineers to collect human factors activities and studies input data, review human factors activities and assessments, prepare deliverables, review other discipline deliverables, and collaborate with other disciplines and departments. Issue accurate deliverables, minimizing mistakes and maximizing efficiency. Minimise / manage deviations from company standards, client and regulatory requirements of human factors-related systems.
Performance Goals
Set and contribute to the achievement of Project / Engineering Performance Goals defined for the year / project.
Regulatory Compliance
Collaborate with the proposal / project team, consistently check deliverables for compliance, attend audits and resolve non-conformities to deliver a regulatory compliant installation. Minimise non-conformities and delays to first oil.
Client Management
Communicate professionally with the client, provide responses to client comments such that the client is satisfied that hazards are managed appropriately.
Problem Solving
Anticipate potential problems, take preventative action and develop solutions for technical problems that arise. Problems are adequately addressed from a risk perspective, balancing MODEC’s long term benefit, current needs and limitations, lifecycle value, and MODEC’s goals.
Change Management
Collaborate with the project team to ensure that changes are managed in accordance with the Management of Change Procedure and their impact on human factors engineering are properly evaluated.
Lessons Learnt
Formulate solutions to lessons learnt and ensure relevant lessons learnt are communicated to process safety engineers and other disciplines, including other business units for improved management of human factors and MAHs and project execution.

Requirement:
- Minimum 18 years of relevant working experience in / Ergonomics / Occupational / Process Safety engineering in the oil and gas sector for a bachelor’s degree in Chemical / Environmental / Mechanical Engineering and five or more years' experience in application of HFE within high-hazard industries, including at least two years' experience in the energy sector
- Appropriate degree level qualification in HF/ergonomics/applied psychology or other relevant degree, or equivalent occupational qualification
