IT Governance and Budgeting
· Program management and IT governance for IT projects including monitoring of IT governance process and manage WH IT forums.
· Plan, drive, facilitate and execute Annual Budget exercise for WHs’ IT budgets. This involves working with HQ and Synapxe project managers and functional analysts including high-level understanding of applications.
· Lead and track programme milestones and deliverables through the define programme governance controls.
· Oversee in monitoring and managing institution’s IT portfolio budget, commitment, planned cash-flow expenditure and report actual utilization on a regular basis at Cluster level. Support and work with various teams to ensure compliance with campus governance, such as authorization process, MOH funding utilization, etc.
· Work collaboratively with various teams to act as a liaison between WH, NHG and central teams.
· Support, coordinate and work with various teams within Synapxe to cater for end-to-end needs of annual budget used by various teams including Synapxe Finance, PMO, WH Finance etc
· Advice, support and work with various teams to ensure compliance with IT governance, such as authorisation process.
· Support the CIO in monitoring and managing Cluster’s IT portfolio budget, commitment, planned cash-flow expenditure and actual utilization on a regular basis.
· Annual IT Work Plan Agreement for Synapxe and Institution’s endorsement.
· Maintain strong and effective Risk management and Audit compliance
IT Budget
· Prepare Management reporting and provide analysis in IT project cost, IT budget and utilization and various financial analysis to clusters and institutions.
· Pro-actively support and assist programs in project costing, budget, financial analysis, transfer pricing matters and other ad-hoc financial requests.
· Support and assist cluster CIO Offices in project costing and budgets relating to cross cluster projects and maintenance cost (particularly transfer pricing matters).
· Oversee billing matters such as cash-flow expenditure forecast and utilization with analysis.
Requirements / Qualifications:

3. Proven experience in business analysis
4. Results and customer oriented with strong multi-tasking capabilities
5. Good Team player and interpersonal skills
6. Experience in healthcare industry is an added advantage
7. Degree in Accountancy, Business Administration with at least 5 years related working experience in an IT or healthcare industry
8. Able to write approval papers and present at forums are added advantages
