The Technical Training Manager shall be responsible for the following
functions:
- Technical staff are qualified, trained and developed, to plan, perform, supervise, examine and assess students as required.
- Manage the assignment of appropriately authorised instructors and assessors to conduct training.
- Ensure training materials affected by the changes in airworthiness data published by the CAAS are updated.
- Instructors and Assessors are fully trained and assessed regularly for competence and that all records pertaining to these personnel are kept up to date.
- Knowledge Examiners, Instructors and Assessors undergo a minimum of 35 hours of updating/recurrent training every 24 months relevant to current technology, practical skills, human factors, and latest training techniques appropriate to the knowledge they are approved to train or examine as specified in SAR-147.105(i). The relevant training shall be recorded and kept in the respective staff training record file.
- Contracted staff including part-time staff conforms to the requirements of SAR-147, SAR-66 and training procedures.
- All approved courses and examinations are delivered to the standard and content, at the required level of knowledge as specified in SAR-66.
- There are sufficient storage facilities, tools, equipment, materials, and publications available to perform the planned practical tasks.
- Corrective and preventive actions are carried out to address compliance issues (e.g., quality audits and investigations) to SAR-147 and Part-66 requirements.
- Plan, organise and implement the schedules for all courses, examinations, and assessment.
- Monitoring and consolidation of performance indicators for training results.
- Review and action as necessary, feedback on all training matters and performance of students and instructors.
- The Accountable Manager may delegate the duties and tasks of the Technical Training
- Manager when necessary or in his absence. Delegated staff shall be aware of current regulations and procedures. Delegation shall not absolve the primary management appointment holder of accountability to CAAS senior management. TTC maintains a list of personnel for the delegation of related duties and tasks.
