Role Summary
Deputy of the Offshore Installation Manager (OIM) and overall responsible for the safe and efficient execution of all marine activities. This includes operation and maintenance of deck, marine (incl. Jacking and Anchor Systems), safety equipment, non-drilling related lifting equipment & marine/cargo lifting operations. The Barge Master is also responsible for overseeing the structural integrity of the unit and its systems. The Barge Master supervises all cargo transfers, ballasting adjustments and loading compensation and ensures compliance with Drilling policies and procedures.
Responsibilities
· Safely and efficiently perform all duties assigned and report to the OIM on the day-to-day management and long-range stewardship of the rig
· Efficiently manage subordinates and ensure all operations are carried out in a safe and conscientious manner and responsible for correcting or notifying responsible persons of any unsafe acts and/or conditions which exist
· Provide support, safety leadership and on-site supervision of all marine activities on the rig
· Maintain and update rig documentation records to ensure all actions are carried out and completed in a timely manner and in accordance with Drilling policies and procedures to minimize potential downtime for deck, marine (incl. Jacking and Anchor Systems), safety equipment, and non-drilling related lifting equipment and to maintain structural and systems integrity
· Audit rig documentation records for proper actions and closeouts and rectify for areas under direct supervision
· Schedule inspections and ensure all certification of deck, marine (incl. Jacking and Anchor systems) and safety equipment is in place and maintained in good order in accordance with regulatory and company policy; follow up on and report any damage or faults to OIM
· Ensure compliance in relation to all certification for the unit regarding flag state, Classification Society and Local State Regulations (as applicable) is in place and up to date
· Manage all third-party inspection activities as required under the maintenance system and/or regulatory requirements and ensure all equipment is inspected, fit for purpose and has the required certification and documentation
· Perform or coordinate operation of; deck, marine (incl. Jacking and Anchor systems), safety equipment, non-drilling related lifting equipment & marine/cargo lifting operations
· Monitor costs and correspond with OIM regarding overall costs and budgeting for systems of deck, marine/cargo (incl. Jacking Systems and Anchor systems), safety equipment and (none drilling) lifting equipment
· Ensure operations are planned, organized, supervised and executed in accordance with well programs, rig move plans, client requirements and contractual obligations
· Maintain adequate inventory levels for equipment under area of responsibility: order any stock in a timely and cost-effective manner.
· Coordinate supply vessels, helicopter logistics and other vessel activities involving the rig.
· Direct standby Vessel as required and ensure communication of information critical to operational effectiveness and rescue is maintained.
· Responsible for the correct loading and line up of bulk materials, hydrocarbons and other bulk chemicals on board.
· Monitor and manage load conditions to ensure compliance with operating procedures and design limits for the unit and lifting equipment.
· Ensure daily stability calculations, including keeping record of any lightweight adjustments, are updated, completed and recorded.
· Ensure any rig modification involving welding/hot work complies with company policies and procedures
· Ensure emergency preparedness of equipment (lifesaving & firefighting facilities) and train and mobilize firefighting / emergency crews.
· Responsible for conducting all safety drills (other than drilling) and supervise rig abandonment procedures calmly under direction of the OIM
· Responsible for and familiar with location and use of alarm systems in case of fire, abandonment and other emergencies.
· Supervise emergency response teams and deck crew during emergency and bad weather conditions as outlined in the Station Bill and ERP and assist other departments as needed.
· Ensure waste segregation and disposal is carried out as per company, client and location requirements and all environmental related documentation is maintained in good order.
· Ensure proper storage and transfer of hydrocarbons, fuel oils, greases paints and other flammable materials and availability of spill kits.
· Maintain housekeeping in general areas of the rig. Specifically, but not limited to living quarters, galley, hull appearance (internal/external), main deck areas and helideck.
· Keep abreast of operational/technical bulletins pertaining to area of responsibility and ensure all requisite documentation is kept up to date.
· Provide comprehensive handover notes and ensure all subordinate disciplines are communicating handovers with their respective relief.
· Responsible to ensure performance management and discipline and grievance process for subordinates is effectively implemented and conducted in accordance with Company policies and procedures.
· Support, encourage and mentor crew members to ensure they have the skills and opportunity to build job specific competencies and complete training requirements.
· Ensure the job specific training matrix requirements and competency training for all subordinates is completed within required timeframes.
· Personally achieve and maintain required standards for own training and competency requirements for job role.
· Provides technical support and assists the operations as necessary during casing jobs, cementing, transferring of bulk materials, etc., to ensure these operations are carried out in a continuous uninterrupted manner.
· Function as the safety officer in the absence of the Safety and Training Specialist.
· Supervise the Crane Operator and Roustabouts, painters and miscellaneous maintenance crew.
· Coordinate with the Driller to organize and plan all deck operations to ensure drilling operations are not delayed by material and equipment requirements
· Supervise all connections when transferring bulk fluids from or to supply boats.
· Supervise safe tank entry procedures ensuring 100% compliance
· As HLO (Helicopter Landing Officer), supervise crew change by boat or by helicopter.
· Carry out appraisals for subordinates, and any other tasks requested by Rig Management
· Work with assigned assessor to complete Competence Management System “BCAMS” and where necessary, identify any areas for development. Provide demonstrable evidence to complement the assessor outcomes
· Assess personnel within their area of responsibility. Provide guidance on the Competence Management System “BCAMS” and assist with the collation of appropriate evidence ensuring assessments conducted are legible, authentic, current, sufficient and reliable to meet the requirements of Internal Verification

Experience
· Previous experience working in the capacity as a Barge Master
· Previous experience working on similar MODUs
· Proficient computer skills in office software and company proprietary software
· Experience in marine environmental and hazardous material regulations and procedures
· Knowledge of ocean weather and sea state conditions affecting rig operations
· Knowledge of all regulations and laws as related to offshore drilling operations in the area of operations
· Experience in cargo operations and effects on vessel ballast and loading
· Experience in operation and management of offshore marine systems, including jacking systems, anchoring, mooring, ship handling, basic seamanship, damage control equipment and procedures, and environmental safety
· Previous experience managing personnel
· Effective communication skills: Fluency in written and spoken English required
