Singapore American School is a leading international school in Singapore offering a full-time K-12 education spread over a single 100,000 m2 campus. As part of a significant capital redevelopment work from 2021 to 2027 we are investing heavily in our underlying mechanical infrastructure. We are seeking an experienced and self motivated individual to manage and maintain our extensive air conditioning infrastructure to the Greenmark SLE standards including leading and advising on refurbishment and construction.
Note: This position is initially offered as a 2 year fixed term contract.
Responsibilities:
Overall Responsibilities
- To monitor, measure and maintain all aspects of the school's air conditioning infrastructure. Both air and waterside.
- Manage outsourced contracts in relation to the ACMV infrastructure.
- Create a safe work environment that promotes teamwork, performance feedback, recognition, mutual respect and employee satisfaction and
lead/oversee the Mechanical Systems section of the M&E Team (eg. Chiller Plant, Airside Equipment such as AHU, cooling towers etc, Lifts, Mechanical Ventilation System, P&S - Pumps & Tanks, Mechanical System Electrical Control Panels, Fire Protection System, Swimming Pool Pumps)
- Monitor and manage indoor air quality throughout occupied spaces in line with agreed air quality standards.
- Operates, optimizes and maintains the Chilled-Water Plant at agreed efficiency levels in KW/T
- Operates, optimizes and maintains Airside Equipment such as air handling units, fan coil unit and other associated auxiliary equipment at agreed efficiency levels.
- Work closely with the Facilities Engineering Manager and Smart Building Specialist in developing, implementing, testing and commissioning of the Building Management System
- Establish operational standards in collecting, measuring, and verifying performance of Chilled Water System and Air Side System efficiency using the Building Management System and able to understand and interpret the EMS (Energy Management System) data consist of monthly trending and analysis of chiller consumption data including load profile and demands and recommend necessary adjustments and improvements to the system
- Support and develop the Facilities Department Sustainability efforts such as identify, develop and implement energy management program to improve energy efficiency and utilities consumption including tracking monthly consumption and trend analysis necessary for improvements
- Maintain, makes submissions and updates mandatory permits, and license renewal required for Facilities Operation statutory certifications such as Cooling Tower Water Treatment Submission to NEA, Lift PTO, etc
- Perform any other duties as directed and requested by the Executive Director of Facilities and Services Department
SAS Maintenance Management
- Construct and Maintain a comprehensive asset listing for the new ES Building and updates the existing M&E Capex Equipment list, as-builts and floor plans for the Mechanical Systems including updating of technical documentation and monitoring of warranty certificates
- Plan, develop and implement Preventive, Predictive and Ad-hoc maintenance program for existing Mechanical Assets to maintain performance and continued serviceability and availability in accordance with manufacturer’s instructions and local authority requirements
- Establish an effective inventory management and stock controls to ensure adequate spare parts, materials and tools, etc. are maintained to meet continuous OPEX requirements
- Assist the Facilities Engineering Manager in establishing the Annual M&E CAPEX/OPEX budget and tracks the cost of expenses for Mechanical Systems Preventive, Predictive and Ad-hoc repairs
- Supervise, monitor and manage the Integrated Term Contractor and M&E Term Contractors to ensure their performance aligns with expectations and meet and comply to the terms and conditions set out in their Term Contract
- Supervises, manages and ensures the smooth running of the school’s day to day operation of ACMV systems in coordination with the Smart Building Specialist and SAS In-house Term Contractor including helping out in deploying stand-by technicians for After-School Activities
- Conduct investigations for services breakdown and recommend needed recovery and preventive actions, obtain quotations and issue Works Orders to get problems rectified and carried out with adherence to standard procedures and policies
- Follow up and resolve Indoor Air Quality (IAQ) problems in the premises especially existing classrooms in coordination with the Smart Building Specialist and M&E Term Contractor
SAS Projects (Summer Works / Campus Upgrade Projects)
- Work closely as part of the SAS In-house project management team
- Attend and participate in Weekly Client-Consultant meeting and Project Site Meeting for In-house A&A Works
- Provide recommendation and assist the Project team in planning and execution of the Capital Expenditure for Mechanical equipment replacement including Life Cycle Cost Analysis for new and existing equipments
- Liaise and coordinate with consultants to resolve any technical or interfacing issues regarding the switchover, testing and commissioning of new and existing Mechanical System equipments for A&A and new development Works
- Co-lead the testing and commissioning of new equipments under Mechanical Systems (eg. Chiller Plant, Airside Equipment such as AHU etc, Lifts, Mechanical Ventilation System, P&S Pumps & Tanks, Mechanical System Electrical Control Panels, Fire Protection System, Swimming Pool Pumps) for new ES Building and In-house A&A Works in coordination with M&E Executive to ensure all equipments are in accordance with design standard and SAS requirements
- Co-lead the integrated testing and commissioning of M&E equipments using BMS in coordination with the Smart Building Specialist to ensure that all equipments are in accordance with design parameters and SAS mode of operation
- Lead in carrying out the switchover from existing Chiller Plant Room to the new Chiller Plant Room at new ES Building in coordination with Facilities Engineering Manager and the rest of Facilities M&E Team, M&E Consultant, CUP M&E Contractor and SAS In-house Term Contractor for the smooth transition
- Ensure that all existing Mechanical equipments are in good working condition after the switchover in coordination with Facilities Engineering Manager and the rest of Facilities M&E Team, M&E Consultant, CUP M&E Contractor and SAS In-house Term Contractor

Skills and Qualifications Required:
- Degree in Mechanical Engineering from a recognized tertiary institution or equivalent experience.
- Minimum 5 years experience in both Facilities Management Operation which specialized in Chiller Plant Operation; Experience in campus setup is preferred
- Experience in managing M&E A&A upgrading and retrofitting works, installation of new M&E systems, as well as testing & commissioning work with the ability to respond and investigate the cause of system fault and failure for major M&E equipment such as ACMV, Fire Protection systems, HT, LT, ELV and the BMS system
- Minimum 5 years experience in managing and operating a centralized chilled water plant, experience in retrofit, construction and testing and commissioning in compliance with BCA Green Mark requirements (Green Mark Platinum / SLE) and WELL Standard as advantage.
- BCA certifications in construction related courses and Green Mark certification in environmentally sustainable related courses will be an added advantage
- Ability to use AUTOCAD/Revit
- Responsible team player who is able to work independently and work at irregular hours due if needed
Excellent planning and organizational skills, resourceful and positive thinker - Good command in Microsoft Office applications for producing written documents. Experience with Google Suite application will be added advantage
