Job Scope:
Change Management
- Develop communication and engagement plans for tech policy awareness and familiarisation, solicit and manage feedback on policies under development and post-publication, and provide clarification to address concerns.
- Engage stakeholders, from both business and technical (ICT&SS) domains, to communicate, build consensus and gain support for ICT&SS policies, considering stakeholders' needs and priorities, key players and their sphere of influence.
ICT Policy Development
- Solicit and manage feedback on policies under development and post-publication, and provide clarification to address concerns, including technical implementation issues pertaining to the introduced policies and standards, and develop materials to ensure effective promulgation of ICT&SS policies.
- Develop effective implementation plans for the ICT&SS policies.
- Review the effectiveness of implemented ICT&SS policies or controls to uplift the Government's use of technology in ICT&SS implementation.
- Design and develop training, briefing materials and other related materials to ensure effective promulgation of policies, risk assessment, security threats etc.
ICT Portal Development
- Work with internal developers to design, get feedback and enhance the portal for the ICT&SS policy publication based on gathered requirements. Present the mock-ups to internal stakeholders to obtain their agreement and gather feedback for further improvements.
Requirements:
- Degree in ICT, Computer Science, Engineering, Business, or related field.
- Minimum 10 years experience in large ICT project implementations and change management, preferably with public sector agency experience as a ICT practitioner
- Knowledge of service journey, UI/UX design principles for visually appealing and user-friendly portal.
- Familiarity with agile development and system integration via APIs.
- Proven track record in working with cross-functional teams including external vendors and internal key stakeholders (ICT practitioners, security and engineering teams), to facilitate and coordinate activities and communications.
- Strong written and oral communication skills, with the ability to present to senior management.
- Excellent vendor management, agile, interpersonal and problem-solving abilities.
Required Skills:
- Public Sector agency experience as a ICT practitioner
- Have data analytics experience in using Ms Excel (advance features) and Tableau
- Have experience in agile development lifecycle
- Have experience with change management techniques
