ESH Engineer / ESH Assistant Engineer

Broad Functions:

The primary responsibility of ESH Engineer and Assistant Engineer is to Assist ESH Section Manager in ESH related activities and programme to ensure legal compliance with Environmental, Safety & Health Requirements and conformance to Safety and Health Management System

1. Job Description / Responsibilities:

1.1. Month-end, quarterly and year-end closing functions

1.1.1. Request Quotation
1.1.2. Check Product Specifications meet Operational Needs
1.1.3. Request service / delivery schedule
1.1.4. Liaise with suppliers for solution to issues faced.
1.1.5. Communication with process owner for feedback1

1.2. Data Collection for ESH Related activities

1.2.1. Communication with process owners for data collection related to ESH.
1.2.2. Data analysis and interpretation
1.2.3. Collect feedback from stakeholders.
1.2.4. Work with stakeholders for improvement to identified issues.

1.3. Promotion of In-house Safety Culture and Awareness

1.3.1. Routine Inspection of Workplace
1.3.2. Education and awareness training
1.3.3. Involvement in Risk assessment, HAZOP, EAI, PPE assessment review.
1.3.4. Conduct ESH-Related Programmes to promote safety culture.
1.3.5. Communication to all staff on ESH-Related cases for awareness and case-study learning
1.3.6. Conduct safety induction course for new staff
1.3.7. Conduct PSSR (QESH inspection) for new equipment and process
1.3.8. Assist in Monthly ESH Team Meeting
1.3.9. Promote workplace Improvement suggestion by stakeholders.

1.4. Compliance to Legal and Other Requirements\

1.4.1. Arrangement for 3rd party testing (Industrial Hygiene Monitoring, Stack Emission Monitoring, etc)
1.4.2. Internal ESH Awareness Training
1.4.3. Arrangement for 3rd party Training (Forklift Refresher, Respirator Fit Testing, CERT, Confined Space, First Aider, etc)
1.4.4. Provide advice and improve Legal Compliance awareness for related stakeholders.
1.4.5. Assist in SHMS audit (document preparation, verification, etc)
1.4.6. Assist in Legal Register documentation.
1.4.7. Communication of changes to Legal Requirement and recommend follow up actions required.
1.4.8. Assist in document submission to Authority.

1.5. Contractor Management

1.5.1. Review documents submission by Contractors and Vendors
1.5.2. Conduct Safety Induction Course for Contractors and Vendors
1.5.3. On-site Assessment of work done by contractor and vendor
1.5.4. Ensure PTW compliance.
1.5.5. Management of Contractor and their activity to ensure safe work practices and safe working environment.
1.5.6. Communication with Stakeholders for proper planning to assign laydown area and resting area for contractors.
1.5.7. Ensure 5S on Workplace Monitoring.

1.6. Process Safety Improvement

1.6.1. Understanding of Process Outline and Process Flow
1.6.2. Identify areas with pain points.
1.6.3. Communication with Process Owners on areas for improvement
1.6.4. Understanding on the workings of new Technology and how it can be applied to current existing process.
1.6.5. Design Review with stakeholders for Management of Change (PCA)
1.6.6. Review of Standard Operation Procedures with Process Owners to integrate Safe Work Practice as well as implementation of Lock Out Tag Out and Safe Shutdown Procedures.

1.7. Emergency Response

1.7.1. Assist SIC, SMC, FSM for On-site Emergency Preparedness activity.
1.7.2. Coordinate with General Admin section and Guardhouse Security to ensure site security.
1.7.3. Communicate with relevant Authority for emergency & security-related issues.
1.7.4. Verified Functionality and Availability of on-site emergency equipment and tools.
1.7.5. Assist in Emergency Response Plan revision if necessary.

2. Requirements:

2.1. Degree / Diploma related to Engineering / Chemistry / Environmental or equivalent.
2.2. Minimum 3 years Relevant working experience.
2.3. WSQ Specialist in WSH Level C
2.4. WSQ Manage Work at Height
2.5. WSQ Supervise Work in Confined Space
2.6. WSQ Assess Confined Space for Safe Entry and Work
2.7. WSQ Implement Incident Management Process
2.8. WSQ Develop a Risk Management Implementation Plan
2.9. Fluent in Microsoft Office – good understanding on applying functions, formula, tools.
2.10. Understanding of ISO and Management System elements
2.11. Good understanding of Singapore Legal Requirement
2.12. Understanding of MHI implementation and assessment
2.13. Process Safety knowledge and understanding
2.14. Bilingual
2.15. Pro-active and willing to learn.
2.16. Good Communication skills, able to practice empathy to better understand and resolve complex issues.
2.17. Work as a team harmoniously as well as independently without supervision
2.18. Plan and schedule work in orderly manner and work with deadline
2.19. Being an exemplary to lead and guide others to adopt and follow Safe Work Practices
2.20. Have interest in Process Safety understanding and application.
2.21. Able to interpret meaningful connection for data analysis.

3. Others:

3.1. Location: Jurong Island (Company Transport provided)
3.2. Commence work: ASAP.
3.3. Applicants can work in Singapore without requiring a work pass.
3.4. Working Hours: Mon ~ Fri from 8:00 am - 4:45 pm
