As a responsible maritime nation as well as a major bunkering hub, Singapore must play its part in the decarbonisation of international shipping by getting our port ready to supply future marine fuels including biofuels, methanol, ammonia and hydrogen.
In tandem with our drive to promote the use of cleaner and greener fuels. MPA has already diversified our fuel offerings to include Liquefied Natural Gas (LNG) as a marine fuel and it is time to accelerate on other new fuels.
Reporting to the Operations and Marine Services Division, you will be part of a dynamic team that is formulating policies to develop and promote a bunkering ecosystem for the supply of alternative marine fuels in the Port of Singapore, and to diversify our fuel offerings to shipping lines calling at the port.

Your key responsibilities include:
Lead the department to:
Facilitating growth of LNG as a Marine Fuel
- Manage accounts of MPA-licensed LNG Bunker Suppliers
- Work with industry and government bodies to facilitate growth of LNG bunkering activities in the Port of Singapore
- Monitor and analyse industry trends and activities in LNG as a marine fuel
- Manage the Green Port Programme which incentivises ships to decarbonise
- Planning and execution of various industry events
Planning for Supply of Ammonia and other Alternative Marine Fuels (hydrogen carriers)
- Examine the potential of ammonia and other alternative marine fuels, by monitoring market trends, preferred fuel options of key shipping lines, and technology readiness, and prepare and present reports.
- Develop bunkering standards for ammonia and other new fuels, together with industry partners
- Support the conduct of pilot trials of alternative marine fuels in the Port of Singapore
- Develop a regulatory framework and strategy to operationalise the supply of alternative marine fuels, to support the growth of bunkering activities in the Port of Singapore
- Work with industry, government bodies and international stakeholders to determine the required infrastructure support
- Plan and develop the ecosystem collectively with relevant Divisions in MPA to support the supply of ammonia and other alternative marine fuels to ships calling at the Port of Singapore
Requirements
You should possess knowledge and experience in one (or more) related fields such as maritime policy, engineering disciplines, or sustainable energy. Technical knowledge on various marine fuels and alternative fuel types would be an advantage. You should also have excellent verbal and written communication skills and possess strong interpersonal skills and demonstrated ability to lead and manage stakeholders. You must be comfortable using MS Excel for basic data collation and analysis.
