[What the role is?]
As a member of the Human Resource Division’s Talent Acquisition team, you will play a pivotal role in managing the full talent acquisition lifecycle with the aim to build a strong and sustainable talent pool for the Civil Aviation Authority of Singapore (CAAS).


[What you will be working on?]

Main responsibilities:

(a) Provide professional advice on labour market trends and develop hiring strategies to recruit talents with required skill sets.

(b) Work closely with the HR Business Partners and divisional stakeholders on matters relating to manpower planning, developing and implementing effective strategies in attracting talents;

(c) Proactively build and maintain a sustainable talent pipeline to meet current and future manpower needs;

(d) Participate in the full recruitment cycle, not limited to the placement of job advertisements, sourcing, coordinating and conducting of interviews, making recommendations to the hiring managers, preparing salary proposals, making job offers and negotiation, preparing contracts and on-boarding of new hires etc.

(e) Utilise social media, professional networks and other alternative channels in sourcing for talents;

(f) Participate in outreach activities such as career fairs, networking sessions etc.

(g) Develop regular reports and analysis on recruitment and hiring trends and progress. Consolidate recruitment related information and statistics to support action plans to tackle the issues;

(h) Ensure work practices are in compliance with regulations (eg. FCF, PDPA, TAFEP), employment laws, and related policies;

(i) Manage the aspects of exit, retirement and re-employment; and

(j) Participate in projects and process improvement initiatives.


[What we are looking for]

To meet the challenges of this role, you should possess:

Functional Competencies

• Training in Human Resource Management / Business Administration, or related fields.

• At least 7-10 years of working experience with relevant knowledge in recruitment, hiring strategies and employer branding.

• Ability to understand current and future trends that may impact recruitment

• Prior HR experience in the public sector will be an added advantage

• Proficient in the use of Microsoft Office (e.g. Excel, Word, PowerPoint and Outlook) and familiarity with using technology in recruitment

• Hands-on experience in Workday system is an added advantage

General Competencies

• Results oriented and display strong multi-tasking skills to meet hiring deadlines

• Strong management and problem-solving skills

• Ability to articulate and communicate well in both verbal and written aspects

• Possess the confidence in engaging stakeholders at all levels


Note:
Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.
