We are seeking Finance and Human Resource Manager for our social service agency (SSA).
Supervisory Responsibilities:
- Manages the accounting and finance staff who are responsible for financial reporting, billing, collections, payroll, budget preparation, investment management and fund raising.
- Recruits and hires accounting and financial and HR staff and conduct performance evaluations.
- Coordinates training programmes for new staff and identifies training needs for current staff.
- Manages staff who are responsible for governance, IT and HR.
Duties and Responsibilities:
- Regularly reviews existing internal controls and guidelines for accounting transactions and budget preparation and puts in place incremental measures as required and in line with best practice.
- Oversees and provides input into the preparation of regular business activity reports, financial forecasts, and annual budgets (based on a clear understanding of the organisation).
- Oversees the production of periodic financial reports; ensures that the reported results comply with generally accepted accounting principles or financial reporting standards and requirements.
- Responsible for reporting and coordinating grant applications with relevant government donors throughout the fiscal year, and files annual required reports.
- Manages accounts to ensure compliance with regulations; coordinates with outside auditors and provides needed information for the annual external audit as well as cooperating closely and working with periodic internal audit reviews.
- Presents recommendations to the Board Finance & HR Committee, the Board Audit & Risk Committee, and as required the Board of Governors on short- and long-term financial objectives and policies.
- Provides financial analysis with an emphasis on investments and operating expenditure.
- Ensures compliance with governmental requirements working with the Board Audit and Risk Committee
- Tracks the Organisation's corporate governance performance against its established rules and advises Board Finance & HR Committee and the Board (Audit & Risk Committee) on a regular basis of any shortfalls or derelictions as well as recommends changes in governance standards as rules and regulations evolve.
- Oversees the implementation and maintenance of IT infrastructure and applications.
- Assists in strategizing, planning, executing and accounting for fund raising initiatives.
- Assists the Investment Committee of the Home.
- Responsible for coordinating all HR matters such as manpower planning, recruitment of staff.
- Collaborate with Heads of Departments to supervise, evaluate and feedback to staff their work performance.
- Assist to review and ensure implementation of HR policies and procedures.
- Performs other related duties as necessary or assigned.

Sun Ray is a centralised scheme administered by NCSS to develop individuals who have strong leadership qualities to lead professional practices and agencies in the social service sector.
To enable a holistic development. there will be structured rotation across social service agencies in different sub-sectors to provide individuals with cross-organisational exposure and support. The exposure will enable those on the Sun Ray to develop broader sector perspectives and gain deep sector knowledge to help the social service agencies that they are deployed to build capabilities and capacity.
