GENERAL SUMMARY
The Operations Executive plays a critical role in creating a positive and safe living environment for Authorised Tenants/Authorised Occupiers towards global objectives of assisting said individuals to build stability, self-reliance and social mobility.
The Operations Executive does this through management of Authorised Tenants / Authorised Occupiers, management and maintenance of the facilities, attending to security and safety issues as well as conflict, incidents and accidents.
DUTIES AND RESPONSIBILITIES
Authorised Tenants/Authorised Occupiers Management
1. Welcome new residents and assist with the check-in/out process
2. Address residents'/clients’ inquiries, concerns and feedback promptly, referring and/or escalating through the appropriate channels where necessary
3. Assist to organize and coordinate resident activities and events to promote a sense of community
4. Maintain clear and open communication with residents, staff, and management, facilitating empowerment of Authorised Tenants/Authorised Occupiers to advocate for themselves in a respectful manner, mindful of the broader community, working towards global objectives of SRSF
5. Keep residents informed about important updates, events, and policies through various communication channels such as bulletin boards, messaging applications, townhalls/community meetings
6. Process, facilitate and execute evictions if necessary (subject to HDB’s approval and initiated only as a last resort)
Facility Management
7. Perform inspections of maintenance and cleanliness of facilities, including common areas and individual rooms in compliance with schedule required by HDB
8. Coordinate and schedule routine maintenance, repairs, and cleaning services
9. Ensure compliance with safety and security regulations
10. Work together with HDB-appointed Facilities Management company to ensure smooth operations of SRSF, escalating through the appropriate channels where necessary
Security and Safety
11. Enforce security protocols, including access control and visitor policies
12. Address potential and actual security issues through recommendation and implementation of action plans
13. Respond to emergency and mitigate situations
14. Address safety hazards and highlight to Administrative & Operations Manager
15. Comply with Risk Management Plan, Pandemic Plan and Emergency Plans
Conflict Resolution and Incident/Accident Management
16. Mediate conflicts among residents and address behavioural issues in a fair and respectful manner, escalating complex cases to Social Work team when necessary
17. Ensure a peaceful living environment by setting and enforcing dormitory rules and policies
18. Manage all incidents/accidents according to SOPs, prepare and submit the necessary reports to the relevant personnel
Administrative Duties
19. Manage SRSF records and documentation, including Authorised Tenants/Authorised Occupier records, incident reports, and maintenance logs
20. Email and telephone correspondence with clients and residents
21. Keep records of dormitory occupancy, maintenance requests, and resident feedback and provide reports to Administrative & Operations Manager
22. Mail management – sorting and distribution of Authorised Tenants/Authorised Occupiers’ mail
QUALIFICATIONS
Education And Experience
1. Minimum Bachelor Degree in social sciences, business or management and/or diploma or certificate level qualification in social work, counseling or psychology
2. Minimum 8 years’ relevant working experience with at least 5 years in management/leadership positions
3. Good organization and planning skills
4. May be required to work on weekends or at night should there be unforeseen circumstances
5. Knowledge of relevant social issues such as homelessness and poverty preferred
6. Demonstrate proficiency in digital tools for data visualisation, data analysis, report-writing and presentation
