Mechanical Commissioning Engineer

We seek an individual with tenured commissioning experience in complex technology facilities for the position of  Mechanical Cx Engineer (Cx Eng) at Fortis Construction Pte. Ltd. Singapore (Fortis).  The CxEng is responsible for implementation, monitoring, deployment and conformance to Fortis’ commissioning program guidelines and supporting processes/procedures throughout the organization.  The candidate will work directly with Fortis senior management, our trade partners, equipment vendors, owner, and third-party CX consultants.

The Cx Eng will report to the Commissioning Manager on a specific site and be accountable for implementing and successfully executing Fortis’ corporate commissioning program.

The CxEng is expected to be a very detailed individual with extensive experience commissioning large projects such as industrial plants, data centres, and pharmaceutical plants. The successful CxEng must have excellent Emotional Quotient (EQ) skills and be able to relate to and communicate with construction workers, Fortis’ client, the Fortis management team, and subcontractors of all tiers. 

Responsibilities Specific to the Role:

  • Integrate and work as part of a true “One Team” approach on the project, working closely with Fortis co-workers, subcontractors, the owner, and third-party QC and Cx teams.
  • Review all project documents including design drawings, equipment submittal, specifications, and Quality Control plan, and understand project requirements pertaining to start-up and commissioning.
  • The owner has selected BIM 360 Field software to track all QA/QC documentation and deficiency logs for the project. The Cx Eng will attend Fortis training on the software and is expected to become proficient with it and its capabilities.
  • Review Project “Equipment Tracking Log” which serves as the Inspection and Test Plan for all major MEP equipment.  Oversee and ensure the required inspections and tests are carried out in accordance with the approved plan.
  • Assist in developing the detailed L3 (Start-Up) micro schedule, which includes all inspections, energization, start-up, and testing required to reach “L4 Readiness.”
  • Review and verify that subcontractor QA/QC documentation is completed in accordance with project requirements and the QA/QC plan. Ensure all previous documentation is complete on predecessor tasks prior to proceeding to the next phases (i.e., verify all L2 documentation is complete prior to starting L3).
  • Perform an in-depth review of subcontractor QC forms to verify accuracy and completion. Identify deficiencies and follow up with subcontractors to resolve them.
  • Conduct a detailed review of the owner’s Cx Agent L4 schedule and ensure subcontractor and vendor resources are scheduled to support testing.
  • Review Cx Agent’s load bank plan and ensure the mechanical contractor has the proper staff and equipment to meet testing requirements.
  • Work closely with OFCI vendors to schedule on-site support during construction and commissioning and resolve any issues they are responsible for.
  • Review and approve critical start-up procedures such as energization and testing/flushing plans.
  • Participate in the “Energy Marshall” program, which governs the management of LOTO, equipment energization, and operation of mechanical systems. Ensure mechanical trade partners follow the proper procedures and maintain safety requirements during inspection, energization, start-up, and equipment testing.
  • Work closely with vendors, including attending factory witness tests and scheduling vendor technicians for startup, commissioning, and other project requirements. 
  • Participate in commissioning script writing & review process.

Day-to-Day Detail Tasks:

  • Attend/Lead daily start-up meetings to coordinate activities between the electrical contractor, mechanical contractor, controls contractor, equipment vendors, owner and owner’s representative.
  • Attend weekly meetings with subcontractors to update schedules and ensure critical milestones are met.
  • Attend weekly master construction schedule updates with the Fortis team to ensure construction activities and milestones are trending to start-up schedule requirements.
  • Conduct field surveys and equipment inspections to ensure the L3 schedule is on track.  Identify areas of potential risk and develop mitigation plans with subcontractors.
  • Conduct preliminary Set-In-Place and Pre-Energized inspections with trade partners to ensure equipment and systems are ready for third-party inspections.
  • Participate in Pre-Energization inspections and sign-offs with owner QC agent to ensure systems are complete and ready for start-up.
  • Attend weekly electrical, mechanical, and controls QA/QC meetings to review open issues and drive to completion.
  • Attend weekly commissioning meetings with the owner’s Cx Agent.
  • Verify that all electrical acceptance testing and OCPD settings are complete before start-up.
  • Attend additional MEP coordination meetings as required to support construction and commissioning.
  • Periodically visit off-site warehouse for inspections of equipment and witness testing.
  • Periodic review of BIM 360 Field issues to ensure any high or critical issues that may impact the schedule are addressed.
  • Periodic review of BIM 360 issues assigned to vendors. Schedule meetings and coordinate with vendors as needed to close out issues.
  • Detailed review of BIM 360 issues during L4 testing to assist in closing all open issues prior to L5.
