What Will You Do:
1. Policies Formulation, Operations & Reporting
- To optimize balance between cost and risk by managing the capital structure
- To meet the funding requirements by formulating strategies and plans
- To achieve optimal credit rating by evaluating and structuring appropriate financial instruments
- To monitor and project cash inflow and outflow to minimize cost of funding and maximize returns
- To maintain adequate banking facilities to meet projected funding requirements
- To maintain good relationship with banks and minimise credit spread
- To manage interest rate and foreign exchange risk exposure by monitoring exposure and to formulate time appropriate preventive actions
- To set appropriate KPI measure and ensure timely preparation of management reports to the Group's C-suites
- To be responsible for reporting cash flows and positions, managing related forecasting processes and working with business leaders to establish practices that optimize cash flows
- To develop, review and recommend improvements of debt management policies, processes and controls in line with best practices
- To implement an automated Treasury Management Systems ('TMS') for debt financing activities, treasury transactions and cash management activities
2. Fund Raising
- To ensure group financing requirements by planning and managing the fund-raising process
- To lead the review and negotiation of financing terms proposed by lenders
- To assess financing proposals and make recommendations
- To review and negotiate financing legal document
- To work closely with the Legal and Tax team for the offshore funding with the structure of fund injections, oversee the opening of bank accounts and funds flow.
- To formulate FX hedging strategy for the offshore funding.
3. Debt Portfolio Management
- To supervise loan drawings and rollovers and remind loan interest payments
- To oversee the compliance of loan covenants relating to the debt portfolio
- To guide the review of cash flow position of development projects with development financing in place to identify surplus funds/cash deficits
4. Interest Rate/ Foreign Exchange Risk Management
- To identify and monitor the interest rate and forex risk exposure of debt portfolios
- To assess the need for interest rate risk and forex management and make appropriate hedging recommendations
- To keep up to date on interest rate and currencies movements and analyze economic impact on interest rate and currencies market trends
- To develop and implement strategies to manage interest and currency risk exposures which includes transaction hedging and balance sheet hedging
What Do You Need:
- Bachelor’s Degree in Finance and Banking or similar
- Must have FMRP qualification (Singapore) with minimum of 10 years working experience in treasury business
- Have multi-type dealing experience is advantageous
