Surveyor

Inspectorate (singapore) Pte. Ltd.

Primary Function:

To perform independent inspection of oil and petrochemicals products. Perform quantity analysis through calculation methods. Monitor the sampling of bulk liquid cargoes in line with international standards and/or in-house procedures. Conduct training of new trainees within the department as assigned by management. Ensure that all terminal/refinery regulations are followed at all times.

Principal Duties/ Responsibilities:

•Follow instruction provided by the Operations Executive (OE) with respect to the job. To review the job file prior to inspection ensuring all instructions are in order. Any doubts should be clarified and resolved with the respective OE before proceeding with the job.

•Check with port operations, agents and terminals for arrival and berthing status of vessels.

•To be present in the location on time or at least 30 minutes before start of job. Prepare all necessary tools, instruments and documentation needed to perform inspection.

•Supervise loading, unloading and transhipment of bulk liquid product, crude and gas tankers.

•Monitor and/or carry out proper reference sampling of various liquid and gas cargoes, with assistance of local crew.

•Inspect shore tanks, ships' tanks, related pumps and lines for cleanliness and perform wall wash when required.

•Measure shore tanks and ships' tanks and determine volumes and weights of cargo.

•Initiate necessary action to prevent possible contamination during loading or unloading.

•Reconcile any variance after loading or discharging.

•Record all timings and occurrences during loading or discharging and issue NOAD or LOP to Chief Officer or Terminal.

•Update Operations Executives on the daily activities in the terminal including special circumstances and problems encountered during inspection.

•Highlight to terminal and vessel personnel on any possible discrepancies and contamination during loading and discharging. Suggest implementation of preventive measures.

•Create field report legibly and check/organise them before handing over to Operations Executive.

•Provide guidance to trainee or junior inspectors when on the job.

•Ensure all work done is in accordance with Inspectorate Fair Trade Policy.

•Maintain equipment, apparatus and bicycle used. Ensure only calibrated equipment are used for inspection. Bring back equipment to office 10 days before due for calibration.

•To perform any other task as assigned by Senior Management.


Job Requirements

• Education: Minimum NITEC or G.C.E ‘O’ Level or ‘N’ Level or SEAFARER on Tankers; and/or

• Experience: Minimum 6 months in petroleum surveying; and

• Basic knowledge & skills in sampling, gauging, temperature taking and calculations according to API MPMS standards;

• Required to work outdoors on land and at sea.

• Maximum of 20% of working time considered manual labour work

• Required to work long hours and days at a stretch – to that extend required to be medically fit.

• Able to withstand heights and entry into enclosed space.

• Required to write and speak good English.
