Responsibilities:
- Approve proposed ratings for manning offices (excluding Petty Officer).
- Review and validate invoices and disbursements (excluding travel expenses).
- Assist with tasks concerning seafarers, if assigned.
- Collaborate with vessels and manning agents to plan crew relief and maintain a 90-day planner.
- Verify qualifications and documents of sea personnel candidates per recruitment criteria.
- Ensure compliance with STCW Convention and Flag State regulations for crew joining or sailing ships.
- Fulfill Flag State documentation requirements with manning agents.
- Monitor validity of officers’ and crew’s licenses and documents.
- Coordinate crew change activities with relevant parties.
- Obtain owner approval for any necessary candidates.
- Maintain updated records of crew lists and sea staff.
- Update crew matrix for tanker vessels.
- Arrange officer briefings via video/audio-link or in-person at specified locations.
- Verify invoices from port agents and the Statement of General Expense (SGA).
- Manage crew travel arrangements (CTM).
- Perform additional assigned ad-hoc duties as needed.
Requirements:
- Demonstrate strong interpersonal skills and effective communication across all management levels.
- Exhibit proficiency in negotiation, leadership, and management.
- Hold a minimum of a Degree in a Marine-related field.
- Possess a minimum of 3 years of experience in the marine/shipping industry in Singapore.
