RESPONSIBILITIES:
Corporate Strategy
· Assist with monitoring the development of CPAS strategic plan.
· Assist with tracking the achievement of the organization and department goals.
· Research and track the sector’s developments and CPAS competitive advantage.
· Preparing the update of strategic plan development and progress.
Planning
· Responsible for overseeing the compliance of HR and LDC risk management plans.
· Responsible for reviewing and implementing HR and LDC continuity planning management.
· Assist with annual department strategies, goals, and work plans.
· Assist with annual department budgeting.
Organisation Development
· Assist with organization development reviews and projects
· Assist with transformation and change management initiatives and/or projects.
· Assist with culture and structure change initiatives.
· Assist with organization health and effectiveness assessment and surveys.
Industrial Relations
· Assist with collective agreement and union-related matters.
· Prepare communications materials to engage the union.
· Assist in initiating an investigation on complaints relating to unfair practices to update the union, if any.
Employer and HR Awards
· Research and identify the channels suitable for employer and HR awards in Singapore
· Review the criteria for HR Awards
· Review the criteria for Employer Awards
· Identify the gaps and action plans needed to participate in these awards.
· Responsible for submitting awards applications when CPAS is ready.
· Responsible for communication plans and preparing supporting documentation for the awards application.
Policy, Handbook, Organisation Chart, and Annual Declaration Administration
· Responsible for reviewing and updating HR policies and employee handbook with the latest changes.
· Responsible for updating changes to the organization chart.
· Update the revised HR policies, employee handbook, and organisation chart in the shared drive and HR Hub.
· Communicate with Admin to upload updated policies in Admin Hub.
· Communicate the revised HR policies and employee handbook with staff.
· Responsible for triggering annual Staff declaration on conflict of interest (COI) for completion.
· Monitor and ensure all COIs are completed and returned for filing.
HR / LDC Department Administration
· Manage employee uniform and name tag inventory.
· Responsible for department stationery, meeting room booking, and housekeeping matters.
· Responsible for raising the department’s purchase requisition.
· Responsible for processing the department’s invoices.
· Responsible for department asset tagging and recording.
· Responsible for managing pfiles and their annual archiving.
· You are the department contact liaison person.
· Responsible for CPAS and the Department’s emergency and evacuation plan and exercise.
· Provide support to all HR/LDC department administrative matters.
Department Human Resource Partnering
· Attend promptly to Department and Staff queries as the HR Department Partner for HQ departments.
· Provide advisories to Department HOD in all human resource matters.
· Conduct exit interviews and clearance for Staff of your partnering department.
· Issue letters of Certification and other forms of letters for your partnering department.
Human Resource Project & Others
· Responsible for projects in your primary areas of responsibility.
· Participate in projects assigned to you for development and improvements.
· Assist the Head of Department in Talent Management and Succession Planning and Management Associates Programme.
· Responsible for all ad-hoc duties as and when assigned by the Head of Department.
Requirements:
· Degree in Human Resource Management and/or Business Administration with a post-graduate qualification in Human Resource discipline.
· Have more than 7 years of relevant working experience in the related field of this position specifically with corporate strategy, risk management, and business continuity planning.
· Possess a positive mindset and able to overcome difficulties to achieve desired results.
· Resilient, able to manage multiple priorities simultaneously and meet tight deadlines.
· Constantly maintain objective and highly confidential matters while interacting with stakeholders and Staff
· Strong communication and interpersonal skills, tactfulness, and effectiveness in working with multiple stakeholders.
· Service-orientated, client-focused, and a strong team member.
· Committed to high standards and adopts a professional and conscientious approach.
· Good spoken/written English and Mandarin.
· Highly proficient in MS Office applications such as Words, Excel, and PowerPoint.
· Some prior working experience in a Social Service Agency or related industry is preferred.
