Job Purpose:
The Technical Training & Competency Lead (TCL), under the Personnel Resource Manager, is responsible for the design, proactive implementation, and on-going management, of training programs, mentoring initiatives, professional performance and competency measurement and development processes, for all company personnel comprising the Fugro SEA offshore technical personnel (resource) pool.
The offshore technical personnel pool, consists of approximately 200 persons of varying nationalities, genders, ages, and diverse technical disciplines and grades, including geophysicists, hydrographic surveyors, construction surveyors, electronics engineers, mechanical engineers, geotechnical engineers, data processors, ROV technicians, met-ocean engineers, drillers, etc.
The TCL, along with the Operations Planning Lead, and the Technical Recruitment Lead, all report to the Personnel Resource Manager (PRM), who has overall responsibility for the SEA offshore technical personnel pool.
Core activities:
- TCL is responsible for the design, planning, management, administration, and record-keeping of all technical, safety, and professional development training, for all individuals within the company’s SEA offshore technical personnel pool. All training shall satisfy Fugro Group, local Fugro Business and Service Line requirements, together with any relevant local government and/or industry standards.
- TCL is responsible for the local roll-out, and ongoing management, administration, and record-keeping of internal mentoring initiatives, and the Fugro Competency Management System, for all individuals within the company’s SEA offshore technical personnel pool. Technical competency levels should be measured against industry standards where appropriate (e.g., International Marine Contractors Association (IMCA))
- TCL (with the PRM and SME’s), is responsible for scheduling and completing regular (biannual) Performance and Professional Development (PPD) reviews and assessments, aimed at setting and monitoring career development goals, for all individuals within the company’s SEA offshore technical personnel pool.
- With the PRM and SME’s, TCL is required to monitor and safeguard the employment welfare and wellbeing of all individuals within the company’s SEA offshore technical personnel pool.
- TCL will liaise closely with the Operations Personnel Planning Lead, and the Offshore Personnel Logistics team, to ensure that all training and competency programming and scheduling is coordinated and managed effectively, to optimise and balance both the personnel training obligations and operational needs of the business.
Requirements:
- 3-8 years proven background in / practical experience with maritime personnel training, preferably geotechnical or geophysical or marine construction industry related.
- Previous supervisory / team leadership experience in training / competency management preferred. Proven capability to coordinate and collaborate with other department leads, towards optimising offshore technical personnel training, development, performance, and utilisation.
- Qualified and functional experience in maritime industry Technical Training / Human Resources
- English Language. Proven high level capability to communicate clearly and accurately, in English language, both verbal and written.
- Microsoft Office 365 applications. Essential high-level competence with Outlook, Excel, Word, Teams, etc.
- Enterprise Management Systems / Enterprise Resource Planning (ERP).
- Preferable, previous experience, such as Workday, IFS, SAP, etc.
- Proven background and experience in the marine industry and be able to easily relate to / with the types of personnel employed in this field / industry.
- Flexible, reliable, independent, and able to work well in fast-paced, constantly changing environment.
- Proactive, positive attitude, meticulous with good attention to detail, and strong ability to follow-up on pending actions / activities.
