Purpose

  • Lead PSA's Infrastructure Asset Management (1AM) for PSA's global physical civil infrastructure.
  • PSA operates over 60 deep-sea, rail and inland container terminals across 160 locations in 42 countries. The role broadly includes developing and implementing 1AM strategies and requirements across PSA's global civil infrastructure to appropriate international standards, capacity building and providing expert advice across the organisation.
  • Reporting to SVP Civil Engineering as a key member of PSA's Port Process Excellence (PPE) Civil Engineering team.
  • Based in Singapore with short term travel to overseas terminals and projects as required.
  • Work closely with PSA's worldwide terminals, project stakeholders and counterparts in other departments.

Responsibilities

Infrastructure Asset Management (1AM) Strategy & Policies

  • Develop and provide leadership on organisational level strategic asset management plans and policies in alignment with PSA's organisational objectives. This will require close consultation with senior management and PSA international BUs.
  • Develop practical 1AM planning and implementation frameworks and requirements and roll these out to PSA's global BUs. These will include (for example) asset management planning, implementation, data gathering and benchmarking and reporting through asset lifecycles.
  • Oversee and support PSA's global BUs in the implementation of the 1AM policies. Provide hands-on support and guidance to BU teams and senior management and be seen as the 'go-to' expert on 1AM.
  • International Standards: all strategies, frameworks, and reporting etc shall be aligned with appropriate international standards.

Best Practice

  • Develop clear frameworks, best practice and methodologies for data gathering, benchmarking, target setting and reporting. Report regularly to senior management on progress, key issues, required actions and other recommendations.

Capacity Development

  • Strengthen PSA's global 1AM capability from senior management to working teams. Drive organisational change and development of 1AM culture.

Build strong working relationships and trust with BU civil engineers and senior management and with regional management. Be seen as a 'go to' provider of solutions. This will require strong influencing skills and demonstration of added value.

Requirements

  • Bachelor's degree (BEng or BSc) in infrastructure asset management (or similar) or a BEng / BSc in a related field such as Civil Engineering plus a post grad qualification in infrastructure asset management (or similar).
  • Professional qualifications (Chartered or equivalent) with a relevant professional accreditation body.
  • Proven experience in developing and delivering infrastructure asset management across multiple countries or locations, working to international standards.
  • Suitable experience and gravitas to be able to influence policy, develop strategy and oversee, direct and support major civil infrastructure portfolio and to become a trusted advisor to civil engineering colleagues and senior management.
  • The requirements above will typically require a minimum of 10 - 15 years relevant professional experience.
  • Good team player with strong communication and influencing skills. Able to work effectively and build effective working relationships with international civil engineering teams and senior management.
  • Willingness and aptitude to travel and work overseas on short duration visits.
  • Able to actively identify requirements and propose practical and effective solutions.
  • Self-starter, energetic, focused. Able to work with minimal direction, to deal with multiple projects and to prioritise key tasks.
  • Fluent English (spoken and written). Additional languages will be an advantage.
