Description:
- Assist in supervision of site works (including technical and all construction-related works, defects rectification works).
- Inform the Overall Site Project Coordinator/HDB immediately of any irregularity, incidents and accidents which requires the Contractor’s attention.
- Ensure that the Project contractor carry out the instructions given by the Overall Site Project Coordinator/ HDB and other relevant parties.
- Give regular feedback to the Overall Site Project Coordinator/ HDB on the works,as well as any improvement items pertaining to safety, security, construction, maintenance, etc.
- Assist the Overall Site Project Coordinator/ HDB to check and ensure that the Project contractor updates actual progress (i.e. monthly progress report etc.) and all information/ data that are required to be updated into the HDB monitoring system set up.
- Assist the Overall Site Project Coordinator to prepare and liaise with the Project contractor and HDB for audit of the completed works. The number of units per block for auditing shall be decided by HDB. This audit shall be carried out upon completion of units of the block.
- To conduct pre-construction survey inspection jointly with Project contractor Quality
- Check and supervise the works according to the contract documents (drawings, specifications, amendments, approved shop drawings), approved method statements, sample units/works, etc.
- Check building materials or suppliers used are from the prevailing HDB’s approved list of materials/suppliers or are approved by the Overall Site Project Coordinator.
- Select random samples for testing according to list of material tests or as per instructions from the relevant consultants, and escort them to test laboratory, as and when necessary.
- Check and ensure proper on-site storage of materials.
- Check and ensure that the workmanship of works in progress complies with quality standards.
- Check and ensure that defects identified are satisfactorily and progressively rectified by the Project contractor.
Cost
- Keep accurate and complete site records on works carried out, variation works, Loss & Expense, etc.
- Assist the Overall Site Project Coordinator to verify Project contractors' monthly progress claims.
- Monitor and feedback status and completion of variation works.
- Assist the Overall Site Project Coordinator /HDB to keep record and monitor
- the status of the request for variation order to ensure timely approval of RVO.
Delivery
- Monitor progress of work against approved construction programme and inform the Overall Site Project Coordinator/HDB promptly when the work shows any sign of delay in progress or schedule.
- Liaise and co-ordinate with other subsidiary contracts at site to ensure timely completion of works.
- Liaise and coordinate with services providers for installation, connection and turning-on of services to ensure timely completion of work.
- Liaise with relevant parties for handing over of completed blocks, and site works respectively.
- Keep accurate and complete site records on events and related matters leading to EOT claims.
Safety I Environmental Health / Housekeeping
- Conduct daily and regularly safety, environmental health and housekeeping checks with the respective Project contractor and give assessments of their status, and feedback through consultant to HDB for repeated non-compliance.
- Ensure that the respective Project contractor rectify non-compliance promptly. For safety non-compliance, the respective Project contractor is to rectify immediately and update on preventive measures deployed.
- Conduct site housekeeping check at the end of working day and ensure that the areas under upgrading, the common areas of the blocks under upgrading and the surrounding work areas are clean and tidy.
- Ensure proper housekeeping is maintained. Housekeeping shall include but not limited to equipment, dust and noise control, public inconvenience, site hygiene/ tidiness, vector control, material storage etc. The Overall Site Project Coordinators shall carry out weekly checks and keep proper records.
Requirement:
- Possess an Architectural, Civil / Structural / Electrical / Mechanical Engineering, Building Science, Project Management, Construction Management or other construction and engineering related degree;
- A degree holder with relevant recognised degree reference either by the respective Professional Bodies in Singapore (Board of Architects or Professional Engineering Board) or Building and Construction Authority;
- A minimum of 5 years of relevant post-graduate working experience in the building construction industry, preferably in HDB Projects or 3 years of relevant post graduate Project management experience;
- Proficient in using Microsoft Project Management software.
