Chapter Lead - Patient Access & Policy

Position Summary


Roche’s ambition is to actively contribute in shaping the Singapore Healthcare system so that the value of innovation is improved, access to medicines is broadened and accelerated while key stakeholders are continuously engaged for the betterment of healthcare and outcomes to patients.

This role therefore aimed at mobilising Roche resources to build an integrated patient access, policy shaping and stakeholders engagement strategy so that:

  • There is a greater recognition of value of innovative medicines in Singapore
  • There is a timely, broad and sustainable access to our medicines so that as many patients as possible in Singapore can benefit
  • There is a coordinated policy shaping and stakeholders engagement on Roche’s relevant Disease Areas


Principle Responsibilities:

The Chapter Lead of this function drives Patient Access & Policy Shaping and the stakeholder engagement strategy and represents the architect of overall function/chapter business strategy

  • Allocates relevant resources and capabilities of the chapter to the prioritised products, issues and fit for purpose teams.
  • Coaches and mentors team members and drives functional capability building within the chapter
  • Facilitates and champions agile ways of working
  • Ensures that the chapter focuses on the North Star outcomes by overseeing the development and implementation of pricing, reimbursement and other access initiatives for Roche Prioritised Portfolio the Patient Access, Policy and Communication Team deliverables
  • the Integrated policy shaping activities for the overall health system as well as relevant Disease Areas as defined by the portfolio prioritisation of Roche Pharma Singapore. In regards, he/she co-owns the local Health care impact plan (HIP) with the General Manager
  • Acts as the Chapter's system approver (e.g., travel expenses, WorkDay)

Experience, Knowledge, Qualifications:

  • Understanding of Singapore Healthcare System and future outlook
  • Knowledge of the Singapore Market Access Systems
  • Good understanding of and experience in drug pricing, reimbursement and policy shaping
  • Access to major decision makers (public policy networks)
  • Understanding of Health Economics & Outcomes
  • Ability to co-create with external stakeholder
  • Ability to influence
