The Children and Youth Group (CYG) in The Salvation Army Singapore serves hundreds of vulnerable children and youth yearly. In line with our vision to provide a continuum of care to uplift those in need, our services span from preventive services, foster care and residential services to reunification support services for vulnerable children returning to their natural families after being removed due to safety concerns. RESPONSIBILITIES
About the jobWe are looking for a progressive and meticulous Finance manager to oversee and ensure smooth functioning for a full suite of finance functions in a social service environment. You should be an experienced leader with a knack for optimisation or business process re-engineering, good collaborator and excellent people manager.
Job Responsibilites:
- Ensure that timely and accurate reporting and analysis to Management, Headquarters and relevant funders and regulators, including providing analytical support to Management for financial matters.
- Lead and think outside the box to enable optimisation and process efficiency, leveraging on technology where possible.
- Ensure that transactions are properly accounted for and processed in a timely manner with supporting evidence
- Monitor cash imprest, cash disbursements, cash advances and credit card transactions.
- Prepare annual budget.
- Monitor and provide analysis to enable effective fiscal management, while putting in place controls for good governance and to reduce risks of overspending.
- Liaises with the external auditors for statutory audits and ensures all exceptions and issues are addressed accurately.
- Develop an efficient database and filing record system to ensure all documentation are properly accounted for and meet with all regulatory and statutory requirements.
- Liaises with MSF on receipting of funding matters.
- Filing of invoices to government agencies and Vendors@Gov.
- Participate in senior management meetings.
- Overseeing and reviewing work done by the finance team and providing training.
- Relevant Accountancy work experience with at least 3 years of experience in managing a team of accountants and accounting staff.
- Degree or Graduate Diploma in Accountancy or Finance from a recognisable university.

Working Hours
9am to 6pm - Monday to Friday (inclusive 1 hour lunch break)
