JOB SUMMARY
This role supports the Heads of Department and Assistant Director, Operations for the assigned clinics and disciplines to meet departmental/clinic/hospital’s goals and objectives. Core accountabilities include managing ground operations (clinics) such as planning, development and management of resources and tracking of key performance indicators to improve clinic operations and patient experience. This role will also drive strategic projects for the department/division and accountability for the P&L of the assigned clinics.
MAIN DUTIES AND RESPONSIBILITIES
Resource Management
- Work with Assistant Director to ensure efficient operations and excellent patient experience
- Utilize data to review and analyze resource utilization and operational bottlenecks, and drive plans to address gaps or improve effectiveness/productivity
- Assist HOD(s) to manage resources (room/manpower) allocated by actively engaging Clinic Manager (s), Department Clinician(s) and relevant stakeholders in improvement discussions.
Clinical & Service Quality
- Assist Assistant Director to track and monitor clinical and service quality indicators (including those mandated by MOH) and drive plans to improve/maintain the performance indicators
- Facilitate and drive process improvement projects, working closely with the Head of Department(s) and Clinic Manager(s) to ensure projects meet the objectives and outcomes
- Assist Department Clinicians in the development, implementation and review of patient care path / clinical protocols
- Ensure that the CLINIC branding and service standards are upheld and participate in discussions/initiatives to shape and improve the CLINIC experience
- Ensure that operation procedures and work instructions for the Department(s)/assigned clinics are up to date and regularly reviewed
Business Planning
- Review, develop and drive business plans for the assigned clinics/disciples, working closely with the Head of Department and Partnership Development department
- Develop deep understanding of the services of the assigned clinics/disciplines, the customer segments, demand trends and competitive landscape
- Review service offerings and pricing to ensure that it meets demand and business strategies/plans
- Develop and operationalize clinic workflow to facilitate the delivery of the business and needs of the various customer segments/referring channels
- Track and monitor the uptake of services and work closely with Partnership Development to drive review and refinement of business plans
Financial Management
- Review monthly P&L, identify key levels and implement initiatives and strategies to improve P&L performance (revenue and expenses) by working closely with the Clinic Manager/Cost Centre Manager/Head of Department and Partnership Development team
- Assist the Clinic Managers/Assistant Director in reviewing capital expenditure/manpower resourcing and putting up justification for any spending request
- Perform forecasting of operating/capital budgets, if needed
Project Management and Administrative Functions
- Ensure the necessary department/clinic/division monthly reports (either requested by Head of Department/Assistant Director, Operations) are submitted on time for review and with complete accuracy
- Plan, coordinate and project-manage facilities/equipment upgrading projects and any hospital-level projects (e.g. IT infrastructure)
- Ensure equipment in the clinics are up to update and assist to manage the purchase/renewal of equipment, if needed
- Ensure all required licenses are up to date for the assigned disciplines/clinics
- Familiar with regulatory requirements for the assigned disciplines/services and work closely with the relevant stakeholders (Head of Department, Clinic Manager) to implement plans to comply with requirements
- Conduct periodic review of assigned clinics/disciplines compliance to regulatory requirements, MOH’s directives and departmental/hospital standards/protocol for the assigned clinics/disciplines
- Manage service agreements for the assigned clinics/disciplines
General
- Lead change management initiatives and undertake any strategic projects assigned
- Participate in hospital-level projects and workgroups
- Provide Secretariat support for division/department meetings including writing meeting minutes and following up on meeting action points
- Participate in hospital’s emergency planning exercise and render support in hospital emergency or incidents, when required
- Assist to carry out any other duties as assigned by Reporting Officer
EDUCATION, TRAINING AND EXPERIENCE
- Any general degree holder through a related field like healthcare management will be an advantage
- At least 5 years of relevant working, preferably in healthcare environment/operations with some team leading experience
