PRIMARY DUTIES AND RESPONSIBILITIES
The candidate shall be able to independently manage and drive our indirect and direct procurement services in the contract logistics industry. He or she must be able to lead positively, be persuasive and perseverance towards achieving set goals and KPIs.
This position sits in our Singapore office and will be leading a team of 3 direct reports. He or she shall be a problem solver and a critical thinker, with guts in managing conflict and to do what is right with integrity. He or she shall also lead with empathy, shape, and guide our procurement teams in Singapore to achieving procurement excellence.
- Establish and manage the Singapore procurement team and strategy which identifies, prioritizes, evaluates, and manages our day-to-day procurement needs and opportunities.
- Manage the daily procurement operation and oversee completion of tasks performed by Procurement staff.
- Maintain primary responsibility for the procurement of categories (consumables, equipment, services such as contract labors and local/cross border transports) in Singapore.
- Provide cost analysis on CAPEX buy and/or lease of category purchases.
- Actively review on cost saving initiatives and report of savings to the Head of Procurement.
- Lead business review meetings with all procurement staff to review compliance and implement improvements and best practices.
- Participate and represent procurement in project procurement, by providing and supporting the business units with our buying rates.
- Collaborate with Internal Audit to identify areas of weakness and ensure procurement controls are put in place.
- Develop sourcing and procurement activities that support key business objectives.
- Establish and enhance supplier relationships to drive sourcing & supplier initiatives to meet or exceed product & service quality, to deliver sustainable cost reductions, while reducing or mitigating risk in the Supply Chain.
- Provide strategic direction on procurement actions, approval workflows and thresholds, and tracking related to Purchase Requests and Purchase Orders in Singapore.
- Contract management and preparation/review of contract and agreements.
REQUIREMENTS
- 8 years of experience in related area with Degree/Diploma or 10 years of experience in related area if lower than Diploma Level
- 4 years with related experience in managerial/ senior level position
- Knowledge of sourcing and procurement strategies, tactics, processes, procedures, and systems.
- Experience in development of policies and procedures.
- Negotiation skills.
- Adaptable, creative, collaborative, and able to think strategically.
- Ability to lead in the face of complexity in a fast-paced and time-sensitive environment.
- Excellent interpersonal communication skills (both oral and written).
- Able to work under pressure, take initiative and manage and prioritize work independently.
- Solid experience in related Supply Chain & Logistic software
