We are currently seeking an experienced Senior IT Procurement Manager to join our team and contribute to our mission of enhancing Singapore's competitiveness as a trusted ICT hub for citizens and businesses.

A brief summary of your job responsibility:

  • Elicit, scope and manage business requirements aligned with Government procurement strategies with application of ICT knowledge.
  • Perform data analysis to enable data-driven decision on procurement strategies, supplier performance and approaches for the assigned bulk tenders. This includes research on demand and supply-related market factors to substantiate decision making.
  • Manage operations of ICT bulk tender projects ensuring adherence to Government procurement processes.
  • Participate in Government procurement tender and evaluation process in accordance to Government policies and procedures to meet procurement objectives with understanding of ICT industry and key players in key technical areas; provide guidance to business/technical users on specification requirements and queries.
  • Draft, review and refine structure of tenders, contractual terms, and requirement specifications for ICT systems, products and services procurement.
  • Advise project teams on government procurement policies and ensure compliance while meeting project needs
  • Identify potential procurement risks and its implication to the project stakeholders, and propose mitigating measures to manage the risks.
  • Address user clarifications to enable rapid adoption and smooth transition of participating agencies onto bulk tenders with good understanding of ICT industry key players for ICT products/services applicable to Government.
  • Apply contract monitoring methods to assess suppliers’ performance, and execute contract management procedures and techniques.
  • Manage suppliers (in accordance to contractual obligations) to meet stipulated service levels within scope and schedule, and perform variation and technology refresh (when necessary).
  • Collaborate with project teams to ensure timely completion of procurement projects.
  • Provide regular and timely project status reports to upper management and manage project timelines, stakeholders, and communications.
  • Ensure compliance of ICT projects with Quality Management System (QMS) and contractual requirements.
  • Conduct audit and follow-up on customers’ usage of projects.
  • Perform any other duties as assigned.

To succeed in this role, you will ideally have:

  • Be familiar with Government IM on Procurement.
  • Minimum 5 years of relevant work experience in the ICT Industry and/or Government procurement.
  • Experience in managing Cloud, Software as a Service (SaaS), and/or AGILE projects will be beneficial.
  • Participated in full software or product development cycles.
  • Proven experience in IT business analysis.
  • Experience in Project Management for Monitoring and Tracking;
  • Good knowledge of ICT procurement and contract management practices;
  • Ability to communicate effectively across all levels;
  • Good analytical, organization and planning skills
  • Ability to work collaboratively as a team player and independently as a self-motivated individual
  • Excellent oral and written communication skills, with the ability to pitch ideas and influence stakeholders
  • Good command of the English language, both written and spoken
