Assistant Director (Head of Assessment & Knowledge)

The Head of Assessment & Knowledge oversees the certification assessments and establishes the assessment processes and policies. He is responsible for the alignment and implementation of IHRP’s assessment and knowledge programmes, and human capital research and analysis. Together with the CEO and the Management Team, the Head of Assessment ensures that the assessment agenda and strategy is aligned with the IHRP’s mission and strategic initiatives.


Duties and Responsibilities


a) Mission, Strategy, and Planning

  • Work with the CEO and Management Team on the strategic vision of the IHRP, including determining the appropriate learning outcomes and assessment criteria.
  • Provide strategic advice and consultation through the Assessment & Insights Committee to the IHRP Board in the development, implementation, evaluation and enhancements to existing assessment procedures, operations, and systems.
  • Well-versed in methodologies for assessment through regular benchmarking to other institutions and participation in appropriate conferences and societies.

b) Management of Certification Assessments

  • Develop and oversee a process for assessing certified professionals’ competencies.
  • Maintain oversight of standard setting for assessment questions and answers to evaluate the competencies of candidates and ensuring the integrity and confidentiality of the entire assessment question bank.
  • Coordinate and manage pilot runs of assessments and the incorporation of feedback into the final master set of assessment questions and answers.
  • Oversee a fair and transparent assessment process, including the selection and training of invigilators, item writers and reviewers.
  • Ensure that assessment appeals are escalated to the appropriate channels and addressed as necessary.
  • Establish assessment exemption criteria.
  • Identify new and relevant technologies to enhance the delivery of assessments.

c) Research and Analysis

  • Lead the development, organisation, analysis and reporting of candidate’s learning outcomes and competency data to support candidates’ CPD / recertification.
  • Collate and analyse assessment data to support assessment framework review and performance improvement.
  • Interpret assessment findings and prepare regular assessment reports to summarise such findings, with particular emphasis on the quality of the assessment efforts.
  • Develop IHRP’s HC research capability by building a research and analytics team.
  • Oversee mission essential research projects and products that uplift the HR eco-system and strengthen value proposition for certification.

d) Skills Development and Knowledge Partnerships

  • Work with Knowledge Institutions, e.g., Autonomous Universities and Polytechnics on skills identification to support HR professionals for skills upgrading.
  • Develop skills-based career pathways, and/or develop industry-recognised certification pathways to recognise skills attained through formal and non-formal learning (e.g. on-the-job training).
  • Build an eco-system of Knowledge Partners that will act as multipliers for IHRP certification, products, and programmes.
  • Drive adoption of IHRP micro-credentialing products through training eco-system.

e) Governance and Controls

  • Ensure robust processes are in place for the recording, storage, management, and dissemination of confidential and sensitive assessment data.
  • Lead regular reviews and updates of the assessment policies and procedures to ensure fairness to all candidates.
  • Ensure that procedures are in place to reaffirm, at least annually, the fairness, validity and reliability and general performance of each assessment and all identified deficiencies corrected.
  • Lead regular reviews and updates of Assessment Guidelines, emphasising the need for integrity and outlining the consequences of misconduct.


Requirements:


Education:

  • Graduate degree, or equivalent qualifications in Human Resource (HR), I/O Psychology or Business.
  • Demonstrate continuing professional development through development activities such as course work, workshops, seminars and conferences.
  • Qualifications in competence-based assessment BPS Level 1 / 2 Certified.


Experience:

  • At least 10 years of senior management experience in an educational environment and in progressively demanding positions.
  • Prior experience in learning and development, teaching, and/or assessment of professional capabilities.


Other Requirements:

  • Familiarity with assessment design principles is essential.
  • Experience in setting questions to assess the capability of HR professionals.
  • Strong verbal and written communication skills are essential in order to partner with an executive team of internal and external stakeholders.
  • Strong problem solving and creative skills and the ability to exercise sound judgement and make decisions in light of existing conditions and constraints.
  • High level of integrity and dependability with a strong sense of urgency and results-orientation.
